A 52-year-old Indiana lady was detained over the weekend after it was claimed that she was captured on camera torturing her foster children. It is alleged that she forcedly shoved and held one of the children's heads in the toilet bowl while he attempted to escape. According to court documents analysed by Law&Crime, Roxie Lee Huffman was detained on Sunday and charged with one act of domestic assault committed in the presence of a kid under the age of 16 and one crime of neglect of a dependent.

Officers from the Evansville Police Department responded to a 911 call at a home in the 1200 block of South Roosevelt Drive on May 21 in response to a claim of child abuse, according to a probable cause affidavit obtained by Evansville ABC station WEHT. The caller, who was identified in the report as Craig Phillips Sr., informed the emergency dispatcher that Huffman was caring for her four children and that he had photographic and video evidence that she was physically abusing them.

Roxie Lee Huffman Incident Detail

According to reports, the event featured Phillips' oldest child filming and photographing another sibling being abused the week before. The young person gave the witness's visual proof to a friend, who then passed it on to the youngster's mother, Britney Fisher, who in turn passed it on to Phillips.

According to police, Phillips played the officers a 12-second clip in which a lady identified as Huffman is heard yelling at one of the kids and shoving their head forcibly into a toilet bowl, according to WEHT. The woman allegedly kept screaming, "Do you see that!" as she continued to forcibly press the second child's head into the toilet, the station reported, citing the court documents.

As the first child was reportedly trying to escape, another child reportedly entered the frame. Eight photos allegedly depicting the injuries sustained by one of the kids were also given to authorities by Phillips. According to the allegations, two of the pictures showed the youngster with bleeding neck wounds, two other pictures showed a bleeding scratch and abrasion on the child's throat, and four pictures purportedly showed the child with bleeding lacerations on their forehead.

According to the station, Phillips mentioned that this particular child has Addison's Disease, a rare condition that impairs the production of hormones in the adrenal gland, in addition to epilepsy. When contacted by WEHT, the Kentucky Department of Child Services (DCS) apparently confirmed that all four minors were in state custody and had been assigned to Huffman.

The reason the kids were in state custody is unknown. With Huffman's permission, a welfare check was later carried out. The cops entered the house and immediately detected a strong odour of urine and faeces, according to WEHT. Gnats were seen in the kitchen and living room, and the faeces appeared to be from rats. There were also puddles of animal urine in a room next to the kitchen.

The affidavit reportedly adds that Huffman's physical characteristics and voice matched those of the lady seen in the video after inspecting the bathroom shown in the recording. Additionally, according to officials, Huffman spoke with the officers outside while the DCS agent interacted with the kids. When asked how long the children had been in her care, Huffman allegedly responded that they had been since September 2022.

Huffman reportedly responded, "Yeah, they do," when asked if the kids quarrelled and fought frequently. She allegedly also stated that one of the kids had recently pushed the head of another kid into a trash can. Huffman allegedly insisted that the youngster was unharmed, but he chastised the offending boy, made him stand in a corner, and preached for a further time.

Huffman firmly denied receiving any additional penalty when asked about it. Police asked Huffman if she forced the boy's head into the toilet while they were trying to learn more about the toilet incident, and Huffman also said "No." Ella Huffman responded with a simple "No" and a statement that she had nothing more to say when she was informed that officers had footage that showed her participating in the conduct.

DCS moved the kids to a new house where they are being looked after by family. After being detained, Huffman was transferred to the Vanderburgh County Confinement Centre. According to jail records, she was released the following day after paying $500 bond.
