A 55-year-old man was arrested this week in Texas for reportedly torturing two dogs, killing one and inflicting "unjustifiable pain or suffering" on the other when he chained the animals to the back of his car and drove away. Billy Carl Sherrod was arrested on Monday and charged with two charges of cruelty to non-livestock animals – killing, poisoning, or causing serious bodily injury — in connection with the alleged attack, according to officials.

According to a press statement from the Hockley County Sheriff's Office, deputies responded to a complaint concerning a possible case of animal cruelty involving two dogs on the afternoon of Sunday, Aug. 6. Ellwood Boulevard is located around 25 miles northwest of Lubbock. When first responders arrived on the spot, they found the caller and launched an inquiry into "suspected criminal offenses."

According to detectives, a preliminary inquiry revealed evidence that the complaint arose from an adult male suspect driving his car "with a dog tethered to the rear of his vehicle." Investigators, however, stated that when the alleged incident occurred, the suspect had two dogs attached to the truck. Deputies were able to identify Sherrod as the prime suspect in the inquiry after several witnesses to the alleged event made testimonies to them.

While the investigation into the alleged animal cruelty allegation was ongoing, the sheriff's dispatch center received another call about another disturbance. The caller reported a fight between two individuals and a third male subject. Investigators quickly discovered that the altercation was directly tied to their current investigation into animal abuse.

The case was referred to the HCSO's Criminal Investigations Division based on the information received at the scene.On Monday, Aug. 7, investigators in the case stated that Sherrod allegedly "intentionally, knowingly, or recklessly caused the death of an animal without the consent of the owner, and tortured an animal in an act that caused undue and unjustifiable pain or suffering."

Sherrod was arrested on two counts of felony cruelty to non-livestock animals. Later that day, he was apprehended without incident and put into the Hockley County Detention Center. According to jail records, he was freed on Tuesday after posting a $10,000 bond."

"All cases will be referred to the appropriate prosecutor for the filing of any, and all, criminal offenses related to the incident." It is unknown whether Sherrod owned the animals in question.
