Williams played the infamous drug dealer robber Omar Little in HBO's blockbuster series The Wire from 2002 to 2008. Williams not only contributed to the critically acclaimed drama but also acted in movies and other TV shows like Boardwalk Empire.Following a lengthy investigation into a Brooklyn drug ring believed to be responsible for the actor's overdose following his death, it was discovered that Cartagena, also known as "Green Eyes," was the ringleader.

Cartagena was expected to serve a minimum of five years in prison and a maximum of 40 years when he was sentenced on Friday. People who knew Cartagena described him as "helpful, humble, and hardworking" when he wasn't doing narcotics, according to US District Judge Ronnie Abrams. The court stated, "I'm hopeful that with treatment... it will help you move forward on a more fruitful and law-abiding path."

Prosecutors claim that despite Cartagena's'sorry' pleas for Williams' murder, he and others continued to distribute fentanyl-laced heroin in Manhattan and Brooklyn after Williams passed away. Cartagena finally fled to Puerto Rico, where he was captured in February 2022. U.S. Attorney Damian Williams stated in a statement that those involved in the drug sale to Williams were previously aware that someone else had died from the substances they were selling.

Sean Maher, Cartagena's attorney, said in a defense filing made before the verdict that his client received heroin as payment for his street sales, which he used to finance his own addiction. Maher stated, "In a tragic instant, Mr. Cartagena was the one who handed the small packet of drugs to Mr. Williams — it easily could have been any of the other men who were there or in the neighborhood selling the same drugs."

"Mr. Cartagena's beautiful life was lost, and double digits in prison will not bring it back," the judge ruled. According to the prosecution, Cartagena has been the boss of a cocaine trafficking ring operating out of Brooklyn's Williamsburg neighborhood since August 2020. As they sold the drugs outside of their residence, where Cartagena, as "Green Eyes," reportedly met up with Williams to sell him the drugs, they mostly dealt in fentanyl and heroin-laced fentanyl.

The transfer of the pills from Cartagena to Williams the day before the actor passed away was caught on CCTV footage. The actor could be seen giving Cartagena a wad of cash just before she reached into a paper bag hidden in a blue recycling bin in front of the apartment, counting the dollars as she did so. The following day, the actor's nephew discovered him lying face down and unconscious in the living room of his Williamsburg apartment. Medics arrived quickly and pronounced him dead.

Initially considered to be an accident, the star's death was later linked to the Cartagena's gang, according to investigations. US Attorney for the Southern District of New York Damian Williams expressed his shock at the gang's capture. "This is a crisis of public health."
