Otaki College – Special programme
The Ministry of Education has been working with Otaki College to implement a minor amendment to their current enrolment scheme to include their Te Reo Māori - Te Wharekura o te Kāreti o Ōtaki, special programme.
Overview
There are no changes currently being proposed to the home zone boundaries.
A special programme is defined in Section 10 of the Education and Training Act 2020 as one that has been approved by the Secretary and that provides:
special education or
Māori language immersion classes or
any other type of specialised education to overcome educational disadvantage.
Students who meet the criteria for enrolment in a special programme and who reside within the Otaki College home zone must be enrolled ahead of out-of-zone students. Out-of-zone students who meet the criteria for enrolment in a special programme have priority in enrolment above all other out-of-zone students while special programme places are available.
All students who live within the home zone of Otaki College will have an entitlement to attend the school. This amendment does not change the home zones already approved for the school.
The enrolment of out-of-zone students is governed by the provisions of the Education and Training Act 2020.
Otaki College Special Programme Wording
Students who live within the school’s home zone and meet the criteria for enrolment in the special programme will be enrolled ahead of out of zone students.
Te Wharekura o te Kareti o Ōtaki – Rumaki Māori – Level 1
The criteria for acceptance into Te Wharekura o te Kareti o Ōtaki are as follows:
Te Wharekura o te Kareti o Ōtaki is a Māori Language (Level 1 – Ministry of Education Immersion Language level) that specifically caters for the provision of education delivered through Te Reo Māori.
Students who wish to enrol in Te Wharekura o te Kareti o Ōtaki at Ōtaki College will comply with the following priorities and entry criteria.
The maximum number of students that can be accommodated at any one time in Te Wharekura o te Kareti o Ōtaki is limited to 30 students in Years 9 – 13 (two classroom spaces).
All enrolments into Te Wharekura o te Kareti o Ōtaki must have prior enrolment for at least two years in bilingual, immersion or Kura settings
All enrolments into Te Wharekura o te Kareti o Ōtaki must be pre- approved by the principal and Senior Kaiako of Te Wharekua o te Kareti o Ōtaki at an interview where their Te Reo Maori fluency will be assessed.

What happens next
Following the notification period, the Ministry will consider any comments received and process this minor amendment to ensure it meets the requirements of the Education and Training Act 2020. If the Ministry is satisfied that this minor amendment meets these requirements, the amended enrolment scheme will be finalised and provided to the school board to implement.
