The caster can alter the force of winds in the area of effect.
The caster can alter the prevailing wind force by up to 3-mph per caster level (increase or decrease).
Effective immediately, once the spell is cast, there is an eye of calm air in a 40-ft. radius around the caster.
Each round, the wind in the area of effect outside of the eye will increase or decrease up to 3-mph as desired by the caster.
If the wind in the area of effect is magical in nature, they can be affected only if the caster of control winds is the same or higher caster level.
Effects of High Winds
20-mph or less. No major effects.
21-mph to 30-mph. Insects are blown away. Loose items blow in the wind. Ammunition suffers a -2 penalty to attack rolls.
31-mph to 45-mph. Range categories are increased by 1 for thrown weapons and ammunition cannot be used. Small-sized creatures cannot fly and must land. Sailing is difficult (the GM may assign a DC roll for success based on the captain's expertise).
46-mph to 60-mph. Missile weapons including seige-type cannot be used. Man-sized creatures cannot fly and must land. Ships of any type will suffer some damage (per the GM).
61-mph to 75-mph. Flight is impossible. Plants and small trees are uprooted. Wooden structures will fail or be damaged (based on size) and roofs will be torn off, etc. Movement is restricted and hampered (per the GM, based on creature mass). Smaller ships may capsize.
Over 75-mph. Structures other than those made of strong stone are demolished. Man-sized and smaller creatures are blown about taking falling damage (height determined by GM based on terrain and debris). Large creatures take damage from debris (1d6 to 4d6 per round of exposure). Even the largest ships will capsize.
Using Control Winds in a Structure or Underground
This spell can be cast in a structure or underground but the area of effect is blocked by anything that blocks line of effect.
In addition, if the radius of the spell is restricted, the "eye" of calm winds will shrink on a 1-ft. for 1-ft. basis. ie. If the radius is restricted by 40-ft., there is no "eye" of calm air (although the spell can lower prevailing wind force in the area over time).
