Once a new, unique resource has been created in Casebook, it will be assigned to a licensing worker (RFCS) who will help get the resource licensed. The process to license a resource consist of the completion of 5 steps:
The Initial Licensure Checklist
Complete a home study and upload related documentation
Make a recommendation, on the Recommendations and Requests Card
Enter a capacity for the resource, on the License Summary Card
Fill out demographic information for the applicants on their person profile pages.

When a resource is first created, the chevron progress bar and progress bar will display that the resource is in Inquiry state.The chevron progress bar and other status bars will update to display the current status of the resource as it move through the approval process.
You can access the Initial Licensure Checklist from two places: the Checklists card and the Recommendations and Requests card. Once the Application Date field on the Initial Applications checklist has been entered and saved, the resource's state moves from non-inquiry/inquiry to Initial Application Pending. You will see the state change in the License Summary card, the chevrons and the progress bar at the top of the page.
This task should be done first. The other 4 tasks can be done in any order.
Download the partially completed home study from the Actions menu on the resource's overview page. Once it is complete, you need to upload it to the file uploads card and mark the document type as a home study. To read more about this process, click here.
Recommendations to approve or deny an initial request for licensure can be made on the Recommendations and Requests card. You will only be able to make a recommendation once the application date has been entered on the Initial Licensure checklist. To make a recommendation:
Click add and select approve or deny license in the menu that opens.
If you deny the license recommendation, a popup will open. Enter the date of the denial and all reasons for the denial and click save. The Recommendations and Requests card will update with the date and reasons for the denial.
NOTE: As you are going through the steps to deny a request for licensure, a new workflow event card will be added to the history page when the request is added, it is submitted to your supervisor, the supervisor submits it to central office, and central office approves it.
If you approve license recommendation, a popup up will open.
Click confirm. The Recommendations and Requests card will update.
To change the recommendation, click the Delete Recommendation link and add a new recommendation by following the steps above.
On the edit screen of the License Summary card, enter the correct capacity. You can manually type in the capacity.
For Foster Families, you will see this field when entering capacity:
For Residential Resources, you will see these fields when entering capacity:
Click Save.
The License Summary card will update with the correct capacity.
The following pieces of demographic information are required to be entered for every applicant on their respective person profile page. All of this information is found on the edit screen of the Identity and Contact card.

Click the Submit button at the bottom of the main overview page.
Enter the name of the supervisor who will be reviewing the resource's license and any comments you want to pass along to your supervisor about the resource. These comments will become entries on the History Page
3. Once submitted, the resource's state will change to Supervisor Review.
4. The supervisor will find three buttons at the bottom of the resource's overview page:
Close Application: This button will only be available to supervisors and will close the resource's application and not approve the request for a license. When clicked a popup box will open where the supervisor can enter the reason for and date of the application's closure and click submit. The resource's status will change to Closed.
Accept: This will license the resource and the resource's status will change to Licensed.
Return for Edits: This will allow the supervisor to write notes and send the application for licensure back to the worker to make changes and resubmit later. The resource's status remains Initial Application Pending. These comments will become entries on the resource's history page.
Note:
If an LCPA Resource is submitted without indicating the License Type, a validation error will display

Click the Submit button at the bottom of the main overview page.

Endorse to Central Office: This will send the application for licensure to the Central Office Resource Workers to review. The resource's status remains Initial Application Pending.
If the supervisor clicks 'Endorse to Central Office', Central Office resource workers will be notified and find three buttons at the bottom of the resource's overview page.
Close Application: This button will only be available to Central Office workers and will close the resource's application and not approve the request for a license. When clicked a popup box will open where the supervisor can enter the reason for and date of the application's closure and click submit. The resource's status will change to Closed.
Accept: This will license the resource and the resource's status will change to Licensed. Workers will then be able to print a copy of the resource's license.
Return for Edits: This will allow the Central Officer worker to write notes and send the application for licensure back to the supervisor to make changes and resubmit later. The resource's status remains Initial Application Pending. These comments will become entries on the resource's history page.
If any information is missing, the licensing worker will see a list of missing information at the top of the page if an incomplete application is submitted for approval.
The Central Office Licensing Dashboard will now have links for LCPA resources in voluntary withdrawal of application supervisory review (initial and relicensure).
As a Central Office Licensing worker, navigate to your dashboard
Ensure that two of your LCPA-managed resources are in the following states:
Supervisor review for Voluntary Withdrawal of application
Supervisor review for Voluntary Withdrawal of relicensure application Click on "Approve, Deny, and Voluntary Withdrawal of Application" in the Initial Application Pending section. You should be taken to the Foster Family index with License Status set to Initial Application Pending, Supervising Agency set to "Non-DCS", and Resource Review Status set to "Supervisor Review"
Click on "Approve, Deny, and Voluntary Withdrawal of Application" in the Relicensure Application Pending section. You should be taken to the Foster Family index with License Status set to Relicensure Application Pending, Supervising Agency set to "Non-DCS", and Resource Review Status set to "Supervisor Review"
The counts after the new links will display the number of resources in that state.
