Emergency Assistance can only be given as support for children who have not been legally removed from their home, but still require DCS services and support. Two events trigger the creation of an EA eligibility application:
The supervisor approval of an IA Plan -- in this case, the date of the determination point is the date of the supervisor's approval
The creation of a Petition for CHINS court hearing -- in this case, the date of the determination point is the date of the court approval
Both of these actions can be taken by FCMs during their regular work. Once a new eligibility application is created, both the FCM and CEU worker will see a new eligibility application has been created, but in different ways.
When a new EA eligibility application is created, a CEU worker will see it populated in the Eligibility File Index, and his/her dashboard (read more here). The number listed in the "Days Since Event" column is a count from the number of days since the eligibility file has been created.
FCMs not only trigger the creation of EA eligibility files, but they also enter a lot of the information CEU workers reference to complete the eligibility file before submitting it. A lot of this information populates the EA application automatically, but will be checked manually by the CEU worker.
When one of the two triggering events occurs, FCMs will receive a notification alerting them to enter eligibility month income for all members of the focus child's household(s). To enter eligibility month income, FCMs will go to the person profile page for every individual that shares a household with the focus child and enter eligibility month income on the Employment and Finances card for the month referenced in the notification.
