Eligibility is person-centered, like the rest of the Casebook. This means eligibility files are connected to people the same way assessments and cases are. A majority of the data for eligibility applications is collected from assessments and cases related to the focus child.
In Casebook, an eligibility application for a single person starts when a triggering event occurs and prompts the Central Eligibility Unit (CEU) worker to perform an initial determination of the focus child’s eligibility status. This initial determination is known as a determination point. At this point, the focus child is either determined to be ineligible or eligible and will remain in this base status until the eligibility file is closed. This length of time, from the determination point until the application is closed, is called a determination period.
Within a determination period for Emergency Assistance, a child is either found eligible or not eligible to receive authorized services. Within a determination period for IV-E Foster Care eligibility, a focus child can have multiple status changes if they had been determined eligible. Examples of these statuses include: no admin, claim admin, eligible, and ineligible.
Eligibility applications end with a closing event. A closing event can look like a court outcome or the period of emergency assistance ending.
Throughout a child's life, numerous eligibility applications can be triggered by ongoing case management work. Each of these eligibility applications is stored within the same Eligibility File.
Eligibility in Casebook functions around a set of rules that have been set by Federal standards. In Indiana, all work on eligibility is completed by the CEU, a group of workers specifically trained on these regulations. FCMs no longer perform eligibility work. In addition to completing and submitting eligibility files, CEU workers are responsible for reducing lapses and referrals for Medical coverage for children within the child welfare system, Supplemental Security Income (SSI) referrals and suspensions, processing and approving NRAE applications, payments for medical services, and adoption assistance (ICAMA), and out of state licensing information. Casebook only supports the eligibility work performed by CEU workers and thus is the only one of their tasks covered in this document. The layout/design for the eligibility checklist has been enhanced so that it appears on tablets and mobile devices.
CEU workers work with several different eligibility programs. Some Casebook supports – IV-E Foster Care, Emergency Assistance, and Waiver – and others have not been built into Casebook – Guardianship, Adoption Assistance, and Collaborative Care/Supervise Independent Living program.
