Title IV-A or Emergency Assistance (EA) is a federal program designed to provide funding for “Emergency Assistance” services to children and families served by DCS. EA funds are to be used in a crisis situation that is expected to last no longer than 120 days for services including: clothing, non-medical counseling, and non-medical homemaker services. EA funds are intended to help mitigate a situation in the child’s home and to prevent the removal of the child.
Unlike the Title IV-E eligibility program, EA eligibility is a family program. Whereas siblings who are both in the IV-E Program must always have individual determinations for their eligibility, the Emergency Assistance program allows the entire family to become eligible for federal reimbursement based on finding one of the siblings eligible. The EA family determination is based on the first child who is found eligible.
In Casebook , EA is stored in the same eligibility file as IV-E eligibility. Two triggers will push Casebook to evaluate EA. These triggers are:
A supervisor approves an IA plan
The court approves a CHINS petition
The event date for a child’s EA will be the approval date of the trigger. The service “end date” on the EA authorized service card will auto populate 120 days from the approval date.
Casebook does not support out of home CHINS EA applications or the related authorized services.
