Workers can complete the list of Manual Initial criteria in any order they want. New or edited information should be saved. Once information is saved, CEU workers can leave the application without losing information.
After all information has been collected, checked, and entered into the IV-E eligibility application, scroll to the bottom of the page.
There will be two buttons:
First click Save. This will save all the information on the page and update the percentage complete displayed in the Application card.
Until all information has been entered and saved, you will not be able to click the Submit button.
When all information has been entered and saved, the application card will list that the application is 100% complete and the submit button will be click-able.
To make the determination, click Submit. This will prompt Casebook to do the following things. All things will be done regardless of whether the application is determined to be eligible or ineligible.
Run background calculations
Send information to KidTraks
Submit the eligibility application
Remove it from the Eligibility File Index/Eligibility dashboard
Remove it from the assigned CEU Worker’s My Work page
Cause a status message to appear at the top of the application and change the eligibility application's initial determination in the Application card.
Every time information is updated on the IV-E application, and the determination needs to be updated, you will need to save the updated information and click Submit, which will save and submit all of the information.
Eligibility applications will re-enter the Eligibility File Index (the dashboard for CEU workers) when they need to be amended. For amended determinations, Casebook “watches” a list of criteria and will automatically return an application to the index if one of the things on the list changes. When an application returns to the index, its status will be listed as "returned" and it can be assigned to any CEU worker, regardless of which worker made the initial determination.
Amended Determinations are only made for applications where the removal episode is less than 3 years old.
The list of features Casebook watches for an amended determination includes a change in any of the items listed below. When a determination is returned, the reasons for the amended determination will be listed at the top of the eligibility application:
Focus child's date of birth
Focus child's status, verification, and verification date about their citizenship
Focus child’s full time/part time status at school during the IV-E determination point month
Parent date of death
A person is added or removed as parent effective at the time of the determination point month
Initial placement
Trial Home Visit
Relationships (added, removed)
Relationship type with the focus child
Relationship date
Relationship changes for the focus child’s specified relative
Household membership (added, removed)
Household member's eligibility month income record (this notification will now state whether income was created, edited, or deleted and which person changed the information. The copy should read, “XY income records for XYZ person were changed/deleted/added.”
Court outcome describing the child’s legal removal (date and person)
Court language
REPP amendments will now only be generated for periods of 14 months of missing REPP.
RE is missing for more than 90 days from the determination point
The child or date is updated on a hearing cited on a IV-E determination point for BI/CTW, RE, P&C, and/or REPP
The court outcome “Child Removed and Placed in Foster Care” is created, updated or deleted (the date of the court hearing will be included)
