One criteria for determining Emergency Assistance Eligibility is Specified Relative. For EA, a specified relative must be:
A person the child lived with at least one night in the month of the triggering event or the 6 months prior. Triggering, or initiating, events for EA are the creation of a hearing type of Petition for CHINS or the Supervisor Approval of the IA Plan.
Within 5 degrees of kinship through blood, half-blood, adoption or marital status to the child and that the child was removed from.
On an EA eligibility application in Casebook, no specified relative is selected by default. You can see this in two ways:
The Emergency Assistance card marks the Specified Relative criteria with a red x.
The Specified Relative card states there is No specified relative found.
Click edit on the top right corner of the Specified Relative Card to open the edit page.
To find the correct specified relative, you will need to go to the child's profile page, linked from the Applications Details menu, and look at the edit screen of the Family Network card. It is good practice to open the child’s person page in a new tab so you can toggle between the profile page and the eligibility application.
Exploring a child's relationships and households, and comparing the associated dates with the date of the initiating event will help you select the correct specified relative according to DCS policy.
On the focus child's profile page, scroll to the Family Network card and click edit. From the edit screen, workers can find information about who the focus child has relationships with and who was in the household on what dates by toggling between the relationship and household tabs. Clicking expando arrows will display hidden information.
Toggle back to the EA eligibility application and select the appropriate person for specified relative using the radio buttons
Click Save.
Once a specified relative is selected, workers will get two indicators:
The Emergency Assistance criteria will have a green check.
The specified relative card will populate with information about the specified relative, including a link to the person's profile page and their relationship to the focus child.
