The stalk is quite big, although the 200-meter figure may or may not be exaggerated by the witnesses. That would be about 6-10 times the height of some of the tallest buildings in panel 1, if I'm not mistaken, although the relative sizes of things in that panel are questionable to begin with.
Victor is very oblivious at times. I mean, wow. I'm not all that observant either, but I think even I would notice that a possibly-200-meter-tall beanstalk had grown in my lawn while I was away.
