Block's former unnoticeability worked very differently from Krixwell's. Krixwell is in full control of his unnoticeability (he's technically omnipotent within the bounds of Com'c), but was a bit too absent-minded to make it cover the sound from the lamp breaking. Unnoticeable!Block, on the other hand, would have been unable to break the lamp in the first place, as his influence would be noticed. Does that make any sense? It does to me. Barely.

That's John outside the apartment in panel 2, by the way. The main reason Block doesn't answer in that panel is that he would have to shout or at least talk loudly for John to hear him (John is also talking loudly, but inside, the volume comes through as about the same as the rest of the dialogue), and I have a policy against that when it comes to Block. I think the number of exclamation marks he's used (besides in "?!"s) in the history of Com'c could be counted on one hand, and some of those are tempting retcon targets. Particularly #41 (oh hey, commentary mentions ninjas), which is a tempting retcon target for several reasons. If I ever make an abridged version of Com'c that cuts the very worst str'ps, that's one of the first to go.

That said, I'm sure he replies to John a moment after panel 3.
