الفاعلون من غير الدول والدولة الفاشلة: دراسة من منظور العصور الوسطى الجديدة في الشرق الأوسط

Abstract
The field of International Relations consists of three main categories: International Actors, International Interactions and International Issues. Historically, the modern international order in Europe began with a single international actor, the nation state, and then spread to the rest of the world because of the colonial movement and the expansion of the European political and economic system throughout the world.
The twentieth century witnessed tremendous political, economic and cognitive developments that paved the way for the emergence of other actors alongside the nation state. In the twenty-first century, we saw a proliferation of international actors and actors, including States, intergovernmental and non-governmental organizations, multinational corporations and new violent and non-violent actors.
This article focuses on the role and effectiveness of non-state actors in the context of the phenomenon of the emergence of failed states in the Middle East, as they are undergoing a historical phase similar to the Medieval Ages in terms of the identities of the actors and their affiliations and the nature of the interactions and developments. We focus on failed states as an appropriate socio-political environment to study the growing role of these non-state actors and their reading from the perspective of the new Medievalism in the Middle East.
الملخص
يحتوي مجال العلاقات الدولية ثلاث مواضيع رئيسية وهي: الفاعلون الدوليون، والتفاعلات الدولية والقضايا الدولية. تاريخيا، بدأ النظام الدولي الحديث في أوروبا بفاعل دولي واحد، الدولة القومية، ثم انتشر إلى بقية العالم بسبب الحركة الاستعمارية وتوسع النظام السياسي والاقتصادي الأوروبي في جميع أنحاء العالم.
شهد القرن الحادي والعشرين تطورات سياسية واقتصادية وإدراكية هائلة مهدت الطريق لظهور جهات فاعلة أخرى على غرار الدولة القومية. وفي القرن الحادي والعشرين، شهدنا انتشارا للجهات الفاعلة الدولية والجهات الفاعلة، بما في ذلك الدول والمنظمات الحكومية الدولية والمنظمات غير الحكومية والشركات المتعددة الجنسيات والجهات الفاعلة العنيفة وغير العنيفة الجديدة.
تركز هذه الدراسة على دور وفاعلية الجهات الفاعلة من غير الدول في سياق ظاهرة ظهور الدول الفاشلة في الشرق الأوسط، لأنها تمر بمرحلة تاريخية مشابهة لاتفاقات العصور الوسطى من حيث هويات الفاعلين وانتماءاتهم وطبيعة التفاعلات والتطورات. ونحن نركز على الدول الفاشلة كبيئة اجتماعية وسياسية مناسبة لدراسة الدور المتنامي لهذه الجهات الفاعلة غير الحكومية وقراءتها من منظور القرون الوسطى الجديدة في الشرق الأوسط.

له سه‌ده‌ى بیسته‌مدا به‌هۆی په‌ره‌سه‌ندنه سیاسی و ئابورى و مه‌عریفیه گه‌وره‌كانیه‌وه رێگه خۆشكه‌ربوو بۆ ده‌ركه‌وتنی چه‌ندین ئه‌كته‌رى نێوده‌وڵه‌تی نوێ هاوشانی ده‌وڵه‌تی نه‌ته‌وه‌یی، له‌گه‌ڵ سه‌ره‌تاكانی سه‌ده‌ى بیست و یه‌كه‌مدا كاریگه‌ریی ئه‌كته‌ره نوێیه‌كانی وه‌ك: رێكخراوه نێوده‌وڵه‌تییه حكومی و ناحكومیه‌كان و كۆمپانیا فره‌ره‌گه‌زه‌كان و ئه‌كته‌ره ناده‌وڵه‌تیه توندوتیژو ناتوندوتیژه تازه‌كان.
له‌م توێژینه‌وه‌یه‌دا چه‌مكی ئه‌كته‌ره ناده‌وڵه‌تیه‌كان له روانگه‌ى تیۆره جیاوازه‌كانی بوارى په‌یوه‌ندیه نێوده‌وڵه‌تییه‌كانه‌وه خراوه‌ته ڕوو، روڵ و كاریگه‌رییان له دۆخی ته‌شه‌نه‌كردنی دیارده‌ى ده‌وڵه‌تی شكستخواردوو له ناوچه‌ى خۆرهه‌ڵاتی ناوه‌راستدا وه‌ك ژینگه‌یه‌كی كۆمه‌ڵایه‌تی و سیاسی ئه‌وتۆ كه یارمه‌تیده‌ری به‌هێزتربوونی ئه‌م جۆره ئه‌كته‌رانه‌یه، هه‌موو ئه‌مانه‌ش له روانگه‌ى پێرسپێكتیڤى سه‌ده‌كانی ناوه‌راستی نوێوه گفتوگۆكراوه، ئه‌و روانگه‌یه‌ى كه پێی وایه ناوچه‌ی خۆرهه‌ڵاتی ناوه‌راست به قۆناغێكی هاوشێوه‌ی سه‌ده‌كانی ناوه‌ڕاستدا تێپه‌ڕده‌بێت له رووی ناسنامه‌ی ئه‌كته‌ره‌كان و وابه‌سته‌یی و سروشتی كارێككردنه‌كانی نێوانیان.
