Parents of four children: One died at birth, James died of diphtheria at 2, Robert, and Louise died of a mastoid process at 11.
Until age 12 he attended the common school in New York City.
His father died and the four children moved west.
He attended school for two years in Illinois.
He spent two years in Missouri.
He came to Fillmore County in 1878, worked on a farm, and attended the Fairmont schools for several years.
He made a continuous study for seven years of the New Jersey Chautauqua course.
He attended Doane College at Crete for several terms.
He took a three year course in the Chicago Correspondence School of Law, receiving a degree of Bachelor of Law.
He also studied law under Judge Conant and John D. Carson for two years.
He was admitted to the bar by the supreme court of the state on June 10, 1897, and the same year entered into partnership with Arthur D. Curtiss in Geneva under the name Curtiss & Waring.
In 1902 he was nominated by the populists and democrats for county attorney and was elected, and re-elected in 1904.
His partner died in 1911 and he practiced alone until 1919.
In 1919, the firm of Waring and Waring was formed.
