Born May 2, 1863 in Monticelle, Iowa to James and Elizabeth Sloan.
Died June 2, 1846 in Geneva, Nebraska.
Married to Emma Margaret Porter Sloan in 1889.
Parents of three children: Ethel, Frank Blaine, and Charles Porter.
In 1884, he graduated from Iowa State University and moved to Fairmont, NE where he became the city schools superintendent.
After studying law, he was admitted to the bar in 1887 and began practicing in Geneva, NE.
He was a director of Geneva State Bank.
From 1890 to 1894, he was the prosecuting attorney for Fillmore County.
From 1894 to 1896, he was a member of the state senate.
In 1903, he was the chairman of the Republican State Convention.
In 1911, he was elected as a Republican to the Sixty-second Congress and the three succeeding congresses serving until 1919.
In 1929, he ran again for the Seventy-first Congress and won, serving until 1931.
After his term, he resumed the practice of law and was in banking until his death.
