Born on July 26, 1891 on the farm next Exeter, NE to Albert and Josefa Kovanda Biba.
Died on May 24, 1971 in Lincoln, NE. Buried in the Geneva Cemetery.

He completed eighth grade at a one room schoolhouse and graduated from Exeter High School in 1910.
Will taught country school at District 33 for one year.
He went on to study civil engineering at the University of Nebraska and became a registered professional engineer.
For a time he was employed by the firm of Grand & Fulton.
After his marriage to Anna, they moved to Geneva in 1918 when Will beame Fillmore County’s first highway engineer.
During the next 13 years of building roads in the area, he was also the county surveyor and state maintenance superintendent.
Will was active in the Congregational Church, serving as a trustee and member of the building committee of the new church.
Will served on the school board, part of the time as president.
Will was a 50-year member of ZCBJ Lodge, Masonic and Scottish Rite Lodges, as well as York Rite and Shrine Masonic bodies.
He founded the W. A. Biba Engineering Co. in 1931 and continued as its president until his death. During his 40 years, many highways were constructed in Nebraska and Kansas.
