Emily Kaldwin is kidnapped from the pendleton twins by a cult and gets turned into a second outsider, marks corvo and helps him get out, but in the background she's convinced Daud to go and get the knife from doto and come to the void to try to free her. For that art, she doesn't grt out of the void until 5-15 years later and has been ruling Dunwall through her void body she was carefully aging so the Abbey wouldn't start asking questions, so to avoid suspicion she uses a void ability from her new mark (outsider promised to give her one if she actually got out as a part of a bet) to create a clone of sorts to continue ruling until her actual body ages enough to match it. Since she can't just be left alone, she convinces Daud to keep her safe (because corvo has to guard the clone or deal with suspicion for why no one's seen the empress in years) in return for secret aid to the whalers with no strings attached.

So her clone is her aged up body? Yeah, she got pretty crafty with void-based illusions while she was an outsider, so she aged up her void body and didn't realize her actual body hadn't aged, so she figured out a way to just age up the clone once she was out. So crafty with the illusions that when corvo was in the golden cat she first managed to look human again and get the pendletons to basically force her to fall out a window and act dead so she could haunt them, eventually driving them to madness before corvo got back her throne
Also corvo got out of prison alone and she led him to the pub but told him to avoid the main three, so the others of the pub had to hide corvo and help from the background. Of course Sokolov pester her with questions whenever she shows up to give help, but yknow
Shes not exactly like the outsider even when she is one, instead occupying a wish for vengeance and need to get out, so she's out of the void a lot more than the other outsider and a lot less cryptic because she wants o u t.
Also works cause Mark is still the embodiment of the void. A second outsiders would probably be slightly tainted and angry as her bond might be weaker then Mark’s? I saw it more as taking on a different aspect of the void that just never showed its face because theres never been a second outsider since previous cults weren't that stupid
I feel like she'd have a lot of sensory issues after Daud gets her out too. Going from constantly being cold and hearing a lot of overlapping voices 24/7 can do that to someone. That might just be how I feel an outsider is though, mostly because the void hears all, even if it can't make out what it says
