The base has a whole cafeteria so that means there are whaler cooks and all that jazz. There are quite a few whalers who aren't assassins at all and their job is just to keep the base running. All the whalers just sitting at tables. They start food fights every other week. A novice hits Daud in the face with a tomato, everything goes silent. given their semi-decent installation in the Flooded District I assume they have minimal plumbing? You definitely don't house 60 people and not plan hygiene stuff, especially during a plague. Either the Flooded District was never completely cut from the general water system and they take advantage of it, or it was cut and they reactivate it in secret, or they have a makeshift rain recuperation system?

For money reasons and also the flooded district is lich rally a dead zone, they cut out the plumbing so that had to do some makeshift stuff/fix it themselves. Altho bc Dunwall is like Br*tain, sad and rainy, they probs could've depended on rain water for a good while

Headcanon that the base in the flooded district is one of the greatest feats of redneck type engineering to ever exist. Held together by the dh equivalent of duckt tape
