Corvo does stop Hiram but it's too late. The plague has gotten out of control and the other three nations vote to close off Dunwall from the rest of the empire. Havelock wins and fortifies Dunwall Tower and parliament. Beyond those two buildings the city is completely isolated

The Overseers that didn't escape in time realize the Strictures didn't work and they turn to the void. Curnow tries to keep the peace but the city erupts in flames

Also i think the plague mutatef

-animals have it now and can become weepers

-weepers start organizing in packs

-the plague becomes airborne

It's definitely worse in some areas like Rudshore or the Distillery District
