This technique is in fact only the first step of a greater technique, Raikuisha no Jutsu.
Using this technique, the user is able to manipulate the particles in the air around him and form an aura that delivers static electricity discharges to creatures around him. For the duration of this technique, any creature caught in the area of effect suffers 1d4 points of electricity damage every round on the user's turn, damage which can be halved with a successful Reflex save.
