RESOLUTION NO. 88-2

RESOLUTION PROVIDING FOR THE DATE AND MANNER OF HOLDING A SPECIAL ELECTION IN THE CITY OF SODAVILLE, OREGON, ON THE 17th DAY OF MAY, 1988, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF SAID CITY THE QUESTION OF RENEWING A 3 YEAR FIXED RATE SERIAL LEVY OF $.77 PER $1,000. ASSESSED VALUATION FOR STREET LIGHTING.

WHEREAS, The City of Sodaville's share of state gasoline tax monies are insufficient to meet all the essential expenses for street maintenance and repair, as well as street lighting and,

WHEREAS, street lighting is essential for maintaining public safety and,

WHEREAS, electrical rates are inflating rapidly and,

WHEREAS, The Sodaville Budget Committee recommended that the City renew its street lighting serial levy outside the 6% limitation at the rate of $.77 per $1,000. assessed valuation,

NOW, THEREFORE, IT IS HEREBY RESOLVED, that there shall be submitted to the legal voters of the City of Sodaville, Oregon at a serial levy election tot be held on the 17th day of May, 1988, the question of establishing a new serial levy for the City. There is a state-wide primary election being held in the State of Oregon and within the City of Sodaville and as a part thereof on the 17th day of May, 1988m [sic] this serial levy election is called to be held concurrently therewith.

BE IT FURTHER RESOLVED, that at the serial levy election there shall be submitted to the legal voters of the City of Sodaville, Oregon, for their approveal [sic] or rejection, the proposition in substantially the following form:

QUESTION:

Shall the City of Sodaville establish a 3-year serial levy at $.77 per $1,000. assessed valuation to become effective in the fiscal year 1988-89?

EXPLANATION:

The funds provided by this levy will be used only for lighting the City streets during the next three years. A budget for each year will be prepared and reviewed by the City residents. Moreover, the rate will remain the same for three years, thus allowing better financial planning for both City residents and the City Council. The $6,589. levy is estimated to produce $2,180 in 1988-89, $2,200 in 1989-90, and $2,295. in 1990-91. the 1986-87 $.77 per $1,000. produced $1,836.11 for street lighting.

BE IT FURTHER RESOLVED that notice of elction(Exhibit A) [sic] shall be given to the Linn County Clerk for publication as required by statute. The recorder shall give at least ten days notice of each special election in the manner provided by the action of the council and the general laws of the state.

BEI [sic] FURTHER RESOLVED, that the polling places for said election in the City of Sodaville shall be those designated by the Linn County Clerk; the poll books adopted for the City of Sodaville are maintained and provided by the Linn County Clerk; the Judges and Clerks of election appointed by the Linn County Clerk to serve the City of Sodaville at said election are hereby desinated [sic] as Judges and Clerks of and for the City of Sodaville.

BE IT FURTHER RESOLVED, that the polls for the levy election shall be open from the hours of 8:00 a.m. to 8:00 p.m. on May 17, 1988.

Notice is hereby given that on Tuesday, May 17, 1988, an election will be held in the City of Sodaville, Linn County, Oregon. The polls will be open from 8:00 a.m. to 8:00 p.m. The following question shall be submitted to the qualified voters thereof:
