56-A--A Bill for an Ordinance to be designated as

Ordinance 16

Establishing a Budget Item to finance payments to Mayor and members of the Sodaville City Council of a fixed stipend per meeting, predicated upon attendance at regular and/or special sessions; fixing amount of such stipend, and determining frequency of and means of payment; and declaring an emergency.

Section 1.

There is hereby established a budget item to be included in the annual budget of the City of Sodaville for the fiscal year of 1956-1957 and subsequent fiscal years to provide funds for the payment of attendance stipends to members of the Sodaville City Council, to-wit: Mayor, President of the Council, and three Councilmen at Large.

Section 2.

For attendance ay any regular and/or special session of the council, the members enumerated in Section 1 supra, shall receive each the stipend of One Dollar ($1.00); provided, however, that non-attendance of any member at any meeting, regular or special, shall cancel the city's obligation to pay the said stipend to, and constitute acknowledged forfeiture by, such absentee.

Section 3.

Failure to respond to roll-call at the appointed hour for any regular or special session of the council shall be deemed sufficient cause for withholding payment as set forth in Section 2, supra.

Section 4.

Members of the instant council, upon the passage of this ordinance, and newly-elected members upon receiving the oath of office, shall declare, each for himself, his choice of the following alternate methods of payment:

(a) At each meeting, in currency, from a petty-cash fund to be set up by the Recorder-Treasurer;

(b) At quarterly intervals, by check drawn on the city's General Fund; and having made such election, no member eligible to payments under this ordinance, shall change such election during his tenure of office; provided, however, that any member having elected to receive per-meeting payment, may, at the outset of any quarter change such election to the quarterly plan upon due and proper notice to the Recorder-Treasurer, which thenceforth shall be deemed as permanent for the remaining portion of the term to which he has been elected.

Section 5.

There is hereby authorized the creation of a fund to finance cash per-meeting payments in such amount as may be required by the indicated total of individual declarations; this fund to be provided at the outset of each quarter by the drawing of a general fund check payable to "Petty Cash," to be disbursed by the Recorder-Treasurer and to be accounted for on the city's books as a salary item.

Section 6.

An emergency is declared to exist, and this ordinance, which is authorized by Section 11, Chapter III of the Sodaville Charter, shall take effect and be in full force immediately upon passage by the council and approval by the mayor, as by charter provided.
