RESOLUTION

RESOLUTION TO PLACE FIXED RATE SERIAL LEVY ON May 22, 1979 BALLOT

WHERAS, the City of Sodaville's share of state gas tax monies are insufficient to meet all the essential Road Fund expenses including street lighting, but can finance street repairs and drainage maintenance, and

WHEREAS, street lighting costs have doubled in six years and will increase dramatically if the Bonneville Power Administration charges electric co-operatives the same rates for electricity as it now charges investor owned utilities, and

WHEREAS, the projected cost of street lighting is $1,228. in 1979-80, $1,395. in 1980-81 and $1,585 in 1981-82, and

WHEREAS, Sodaville property taxes within the 6% constitutional limitation will only amount to $311 in 1979-80, $330 in 1980-81, and $349 in 1981-82,and

WHEREAS, Federal Revenue Sharing should not be used for street lighting as it will probably be discontinued by Congress, and

WHEREAS, there will not be surplus gas tax monies in future years, since gas tax monies will decline as Sodaville's population continues to decline, and

WHEREAS, the Sodaville Budget Committee recommended that the shortfall in Road Fund revenues be met by levying a tax outside the 6% limitation for three years,

NOW, THEREFORE BE IT RESOLVED that the City of Sodaville submit to the voters on May 22, 1979 the following question and its explanation:
