渡辺千秋は、天保14年(1843)に信州高島藩士の子として生まれました。明治期に入ると鹿児島県令などを歴任したのち、明治25年(1892年)に内務次官、明治43年(1910)には宮内大臣に任命され、政府高官として活躍しました。一方、「千秋歌集」を著すなど歌人としても著名な人でした。この歌碑は、もともとは明治35年(1902年)に武蔵園に建てられたものですが、武蔵園が廃園になり、幾多の経緯を経て、平成24年(2012)に葛飾区に寄贈されました。

Watanabe Chiaki was born as a child of the Shinshu Takashima clan in the Tenpo 14 (1843). In the Meiji era, he was appointed Kagoshima Prefecture governor, and having held several key positions, he was appointed the Vice-Minister of Home Affairs in Meiji 25 (1892), and appointed the Minister of the Imperial Household in Meiji 43 (1910). He worked as a senior government official. At the same time, he was a famous tanka poet, He wrote tanka book such as "Chiaki Songbook". This tanka inscription was originally built in the Musashi-en Garden in Meiji 35 (1902). However, that garden was abandoned and through many circumstances, it was donated to the Katsushika City in Heisei 24 (2012).
