The Matsuura family was the lord of the former Shimokoai village that had continued for several generations, and Nobumasa was a vassal of the Tokugawa shogunate in the middle of the Edo period. He had successively served in various posts, such as Sunpu-town magistrate, Osaka-town magistrate, commissioner of finance, Nagasaki-town magistrate, and commissioner of finance Nagasaki PIC. This tombstone was built by Nobumasa himself during his lifetime at Ryuzo-ji temple in the former Shimokoai village. When Ryuzo-ji was abandoned, it was moved to this temple.
