Director of Technology Services

The Director of Technology reports to the superintendent.  The director will have overall responsibility for developing and leading the technology strategy planning efforts for the Information Technology (IT) department and ensuring that IT programs and initiatives align to objectives and strategies; lead the IT team; manage IT annual capital budgets, define metrics based overall on objectives to ensure the integrity, reliability, security, and performance of information and communication systems; direct development and execution of an enterprise-wide information security plan that protects the confidentiality, integrity, and availability of the system’s data and servers; establish IT departmental goals, objectives and operating procedures, adjusting IT standards and technologies to meet a changing technical landscape and more.

The successful candidate is a leader that demonstrates success throughout their career and can build teams and solutions effectively, will have the ability to work with faculty and staff to develop and communicate the status of technology plans, initiatives and for promoting and delivering quality service to the faculty, staff and students.

Franklin County Public Schools statistics:   13 elementary schools, 3 secondary schools, student membership of over 7,300 and approximately 1,800 employees

Essential Functions:

• Provides input in the development of system-wide and building-level programs that enable students to use technology as learning tools

• Investigates and disseminates information on best practices for technology integration, sources of information on trends, research and applications related to technology use in the school programs

• Provides training to teachers in the use of current technology to meet curriculum goals and to meet a wide range of technology competencies

• Provides training to teachers to ensure integration of student technology competencies as outlined by the Virginia SOLs, as well as state and division technology standards

• Gathers data supporting the effectiveness of programs, interprets this information, and provides constructive input in assessment of programs

• Maintains current knowledge of instructional practices relating to the use of technology

• Provides resource information relating to new techniques and practices for the use of technology and that aids students in using technology as a learning tool

• Annual technology budget development and execution

Organizational Expectations

• Develops the Information Systems Management Plan in support of the division’s Strategic Plan

• Develops/implements the Information Systems policies and procedures in compliance with federal and state guidelines

• Responsible for supervision of end-user IT experience and technical support

• Responsible for security and privacy of IT and regularly reviews and evaluates appropriate access levels

• Monitors team performance, mentors team leaders and develops technical support and data teams capable of supporting the division’s goals and objectives

• Responsible for IT applications implementation and upgrades

• Supervises project schedules and project resources, ensuring the minimal impact to learning

• Monitors performance of all IT systems and works in collaboration with staff to ensure optimal system performance

• Must be able to adapt and provide short and long-term planning

• Demonstrates project management, verbal/written presentation skills and organized leadership

• Demonstrates expertise in planning, evaluation, integration, maintenance and support of all information systems and software/hardware, including cables, servers, printers, WAN connections (VPN remote services), SAN/Virtualization, back-ups, ERP system, DBA (SQL server) telecom systems, web application management and software training

• Must be a strong manager who is adaptable and has a strong collaborative management style

• Must be a creative thinker with high energy and enthusiasm and a team player who promotes the concept of people working together as opposed to individual performance

• Is a contemporary leader who understands major trends in education and business IT system’s trends and tools

Education

• Bachelor degree in computer science education or related fields required

• Masters level education with experience in public school instructional technology or administration preferred

• At least two (2) years of progressive management experience in technical departments required

• Experience with Microsoft Operating Systems and Microsoft Serve Technologies, relational databases and business intelligence reporting platforms required

• Experience with  MUNIS or large scale financial and HR databases

• Experience with implementing instructional technology programs
