Job Title: Director of Human Resources

Location: Central Office

Salary Scale: Administrative Salary Guide

Terms of Employment: Twelve-month Position

Reports to: Superintendent

General Definition of Position

The Director of Human Resources assists the superintendent substantially and effectively in the task of providing leadership in developing, achieving, and maintaining the best possible human resource services.

Licensure / Certifications

Postgraduate Professional license with an instructional and supervisory personnel endorsement

Education

Master’s degree in educational administration from an accredited college or university

Experience

• A minimum of ten years combined experience in teaching and administration, with at least five (5) years of experience in administration and/or supervisory positions

• Strong professional interpersonal skills and personal characteristics necessary for working successfully with teachers, officials of institutes of higher learning, administrators and members of the community

• Have knowledge of data processing and computer operations and their application to public schools, finance, student records and instructional applications

• Strong communication, organizational and interpersonal skills

• Computer literate, proficient in Microsoft Office, including Excel, Word and PowerPoint

• Functional knowledge of commonly used office equipment and work-flow technologies

• Effective verbal and written communication skills

• Ability to maintain an unquestionable degree of confidentiality

• Ability to multi-task, work with interruptions and work under pressure

• Ability to be dependable and punctual

• Such alternatives to the above qualifications as may be found appropriate and acceptable

Desirable

• Experience in a public school system

• Experience in human resource practices and procedures, either within business or within a school system

Essential Functions

• To provide human resource management, including the recruitment, screening, interviewing and recommendation for employment of all licensed and classified employees

• To recommend, review and design all job application forms used by the division, ensuring their compliance with state and federal statutes and School Board policies/regulations

• To maintain and ensure the confidentiality of all personnel records and to be the designated custodian of personnel records

• To serve as the Superintendent’s designee for personnel matters, as designated

• To help interpret and clarify School Board personnel policies/regulations to all employees

• To oversee the orientation of new employees to division policies and practices

• To assume other duties assigned by the Superintendent

Physical Demands and Work Environment

• Ability to sit, stand, walk, bend, squat, kneel, twist and reach for extended periods of time

• Ability to communicate effectively – use of expressive and receptive skills

• Lift or carry materials up to 25 pounds

• Ability to maintain composure during stressful situations

• Must possess physical and mental capability for the sole supervisory responsibility of public school students

Evaluation

The Director of Human Resources is evaluated annually by the Superintendent on the standard performance appraisal evaluation implemented by Franklin County Public Schools.

OSHA Statement

The Director of Human Resources does not typically handle any human body fluids, biological agents, laboratory chemicals, or be exposed to hazardous materials such as noise, asbestos or carcinogens.
