Director of Business and Finance

Description: Under the supervision of the Superintendent, the Director of Business and Finance serves as the budget and finance officer and is responsible for supervising the preparation and submission of all school system budgets to the School Board and the Board of Supervisors. Provides leadership for improving fiscal responsibly, budget preparation, and financial supervision to the division through cross-departmental collaboration. The Director of Business and Finance will ensure that Federal and State laws and procedures are followed and supported by using best accounting practices and budgetary guidelines. Assignments require analytical thinking and extensive independent judgement through all phases of the budget cycle: formulation, justification, presentation, and execution. Performs advanced level administrative financial work under executive level direction and is responsible to prepare and submit all school system budgets and financial analysis to the School Board and the County.

Essential Job Functions:

·         Provides leadership and oversight in all matters related to the operation, coordination, and evaluation of all programs and initiatives within the school division.

·         Ensures compliance with GASB standards and all required local and state accounting requirements, including those promulgated by the Auditor of Public Accounts for the state of Virginia.

·         Provides oversight and leadership for the development and submission of budgets related to state and federal grants and FCPS operating and capital budgets.

·         Maintains the charge of the administration of the financial affairs of the school system.

·         Enforces the collection of revenues in the manner provided by law and policy.

·         Oversees custody and safekeeping, as permitted by law, of all funds and belonging to or by law deposited with, distributed to or handled by the school system.

·         Oversees the disbursement of school system funds.

·         Controls all expenditures on the basis of budgetary appropriations and allotments.

·         Manages subordinate supervisors, including the Assistant Director of Business and Finance who supervise employees in the department. Is responsible for the overall direction, coordination, and evaluation of these units.

·         Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervision of interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

·         Attends FCPS School Board meetings and public budget hearings, as appropriate.

·         Seeks, applies for, and facilitates grants aligned with programs within the office.

·         Responsible for Special Education metric reporting for Maintenance of Effort and Excess Cost calculations required by the Virginia Department of Education

·         Assist with maintaining procedures and reports which comply with the requirements of the Internal Revenue Service.

·         Maintain detailed project accounts, as required by law, for applicable capital outlay projects, and coordinate project accounting with the Facilities and Planning Department.

·         Recommend changes in accounting procedures or systems when such changes will be beneficial to the educational and financial programs.

·         Maintain all financial records for the District.

·         Assist with the development of the Annual School Budget.

·         Direct the preparation of periodic financial reports, including the Annual Financial Report, as required by law, the State Board of Education, and the School Board.

·         Direct the timely closing of all financial accounts in preparation for the Annual Financial Report.

·         Provide monthly accounting of all income and expenditures to be summarized in the Monthly Financial Statement.

·         Direct the reconciliation of all school bank accounts maintained by the Board.

·         Responsible for maintaining the culture of continuous improvement relating to administrative processes

·         Direct the maintenance of general, revenue, and appropriations ledgers on an encumbrance basis.

·         Direct the work of the personnel assigned to the financial accounting unit. Provide instruction and training on a routine basis to keep personnel current with new requirements or procedures.

·         Direct the Risk Management function of the school division including the insurance program.

·         Assist with the financial oversight of all employee benefits

·         Provide for a property record’s system for the District’s tangible personal property and in the supervision of annual inventories.

·         Serve as the Purchasing agent for the District in the absence of the Purchasing Coordinator.

·         Prepare departmental budget and forecast needs on an annual basis.

·         Provide for the efficient and timely payment of vendors through the accounts payable system.

·         Perform other duties as assigned by the Superintendent.

Experience:

 • Ten years of increasingly responsible work experience as an accountant engaged in finance administration, with at least five years of public finance administration.

• Demonstrated progressive success in business, finance, administration, or operations management.

• Demonstrated ability to lead, organize, coordinate and implement programs, develop effective relationships; prioritize and manage complex projects.

• Demonstrated managerial skills to include: participatory planning, decision making and problem solving; organization; delegation; evaluation; and team building.

• Demonstrated project management experience.

• In-depth knowledge of budget development and management.

• Evidence of successfully managing multiple tasks in a flexible manner.

• Evidence of presentation skills expertise with strong written and oral communication abilities.

• Experience with computerized accounting systems, spreadsheets, databases, word processing and emerging technology and information services.

• Ability to make decisions and resolve complex issues in a timely, organized manner.

• Outstanding human relations skills as demonstrated by working effectively with educational staff, students, and the general public.

• Excellent organization and time management skills.

Preferred Qualifications:

• Hold a Master's degree with major course work in finance, accounting or business.

• Certifications: CPA, CPFO, SFO or other related appropriate certifications.

• K-12 Public School supervisory financial experience.

• Experience in: preparing the Comprehensive Annual Financial Report (CAFR) and the Annual School Report (ASR).

• Presentations to governing bodies, agencies, testifying before public bodies in support of legislation.

• Investing surplus cash and other on behalf of the Franklin County Public School System through the school activity funds.

• Experience using data to make programmatic decisions.

• Experience developing school system budgets.

• Experience designing and delivering professional learning opportunities.
