POSITION:    BENEFITS COORDINATOR

 

 

JOB DESCRIPTION:           

 

The coordinator for insurance benefits is responsible for the administration of employee health benefits (health, prescription, dental, vision flex and HSA benefits) and the management of Family Medical Leave Requests for all employees of Franklin County Public Schools. As needed, the coordinator provides special guidance and assistance to all employees regarding Insurance and guiding employees through the FMLA and Emergency Leave process.  The coordinator provides excellent employee service to assist employees with any and all questions related to insurance and leave requests. This individual implements approved and or new plans adopted by Franklin County Schools.  The coordinator works closely with the Human Resources Director as well as payroll to manage both programs.

 

 

QUALIFICATIONS:

 

Have excellent telephone and interpersonal communication skills; strong computer skills, with proficiency in Microsoft Office (Word, Excel, PowerPoint); able to effectively plan, set priorities, and possess the ability to manage several complex projects with colleagues; ability to multi task in a fast paced environment; possess good analytical skills; highly motivated with strong organizational skills; strong work ethic and very dependable; self-starter; able to work independently; maintain confidentiality at all times; open to continual growth professionally.

 

PREFERRED QUALIFICATIONS:

A Bachelor’s degree and/or Associates degree and/or working towards completion of either degree is preferred.

Knowledge of Munis Tyler Tech HRIS System preferred

Knowledge of employee benefits and basic insurance terminology

Knowledge of Family Medical Leave Act/Leave of Absence procedures

Knowledge of COBRA policy

PERFORMANCE RESPONSIBILITIES:

·         Administers employee benefits programs: health insurance, dental, and flex benefits as well as optional benefits and possible future health options afforded to employees.

·         Responsible for entering ALL benefit enrollments and changes into Munis software system.

·         Responsible for calculating all benefit change adjustments to provide to Payroll.

·         Processes and manages employee requests for Emergency Leave and / or leave options through the Family Medical Leave Act.

·         VRS Retirement – Enrollment, Counseling, Estimates, Applications, Reporting for end of employment benefits to 3rd party.

·         Manages VRS-Hybrid short term and long term disability requests.

 

·         Installs newly approved plans and changes by preparing announcement material, booklets, and other media for communicating new plans to employees.  Conducts employee meetings and arranges for enrollment of employees in optional plans. Conducts employee benefit seminars for local personnel.  Revises and reissues all communications material on benefits as needed.

·         Provides employee friendly support by managing inquiries and complaints to ensure quick, equitable, courteous resolution.  Maintains contact in person, by phone, mail or email.

·         Supervises maintenance of records related to insurance, leave and FMLA by maintaining employee benefit files and by working with payroll to update changes.

·         Handles enrollments, COBRA, terminations, and changes to insurance.

·         New Hire Onboarding – All new hire paperwork, backgrounds and Munis HR Software setup for all employees (exception of subs and coaches)

·         Munis Position Control – Setup & Maintenance – Annual Changes

·         Benefit Enrollment & Administration for all new hires; Setup and enrollment for “All Benefits:

·         Maintenance and Management of “All Benefits” for all employees throughout the year.

·         Wellness Incentives – Annual Physical Compliance

·         Oversees the Annual Open Enrollment process. Setup in Munis & Communications.

·         Work directly with insurance vendors to update member eligibility enrollments, changes and terminations.

·         Provide Coverage Verification letters and completion of forms confirming coverage upon request.

·         Stays abreast of employer responsibilities under the Health Care Reform Act and oversee the process of tracking, preparing, printing and distribution of required 1095-C forms to employees to maintain ACA compliance.

·         Assists with various human resources duties as assigned.

·        Other duties as assigned by the Director of Human Resources.

 

REPORTS TO:  Director of Human Resources

 

 

TERMS OF EMPLOYMENT:  Twelve-month year.  Salary to be established by the School

                                                       Board.

 

 

EVALUATION:  Performance of this job will be evaluated annually in accordance with school board policy and administrative regulations on evaluation of administrative personnel.
