Job Summary

Assists or manages the school district’s financial affairs including budgeting, accounting, payroll, accounts payable, and internal audit.

Establishes procedures sufficient to assure compliance with financial laws, regulations, and requirements and to assure adherence to generally accepted accounting principles (GASB) and standard business practices.

Advises the Board of Education and administrators regarding management of financial resources.

Engages in financial planning for the operating budget.

Responsible for the submission of financial reports required by federal, state, and local governmental entities.

Must be bonded as required by law.

 

Essential Duties and Responsibilities

·         This position’s responsibilities are to assist the Director of Finance in the day-to-day management of all aspects of the financial operations for the District.

·         Directs and manages the day-to-day accounting and payroll functions of the district to ensure timely and accurate processing.

·         Assists financial technicians in resolving any issues.

·         Ensures compliance with federal and state laws and regulations, district polices, accounting procedures and audit guidelines.

·         Ensures documentation is complete and timelines are met.

·         Maintains and implements expenditure monitoring systems and account code use systems.

·         Reviews the accuracy of monthly fiscal program transactions.

·         Supervises and evaluates Payroll and financial technician positions.

·         Plans, organizes, supervises, monitors, and troubleshoots the school division’s payroll processing functions

·         Ensures all contracts, administrative guidelines, federal and state laws are implemented and correctly adhered to as they pertain to payroll. Maintains knowledge of and
      implements legal, regulatory, audit, contractual or benefit changes affecting the payroll system.

·         Assigns, reviews, schedules and plans work.

·         Trains or provides training and professional development opportunities, motivates staff and resolves staff conflicts.

·         Assists with the review and processing of annual 1099 information and submits electronic files to the IRS.

·         Serves as the district contact in matters concerning Student Activity Funds

·         Assists in the review and preparation of the monthly Budget Status Report for presentation to the School Board.

·         Oversees compilation and review of surveys.

·         Answers staff questions concerning accounting procedures and processes.

·         Attends meetings to provide advice and training on accounting procedures.

·         Collaborates with district staff to discuss issues and resolve problems.

·         Directs or performs internal audits as necessary.

·         Provides assistance to external auditors as required.

·         Coordinates collection of information related to various financial audits and inquiries verifying accuracy of fiscal records.

·         Monitors and analyses all revenues and expenditures including grants and categorical funding during the year for the purpose of maintaining budgetary controls,
      complying with collective bargaining agreements, projecting variances and correcting errors with journal entries.

·         Reviews, researches, analyses and summarizes requests for additional staffing or budget from departments and schools to prepare for the Director’s review.

·         Assists the Director with the preparation, communication and implementation of school allocations and building budgets.

·         Analyzes all personnel changes to identify necessary budget revisions.

·         Consults with managers to ensure that budget adjustments are made in accordance with program changes.

·         Initiates, prepares and enters or uploads budget transfers and other adjustment for review by the Director of Finance.

·         Reviews grant applications for completeness, accuracy and compliance with district policies.

·         Provides training and technical assistance to principals, administrators and other staff on fiscal topics.

·         Maintains current knowledge of rules, regulations, legislation, technology and procedures governing accounting by attending statewide meetings, workshops and
      conferences.

·         Serves on various district and state committees and/or departmental work teams.

·         Handles confidential matters in an ethical manner.

·         Performs related duties consistent with the scope and intent of the position.

·         Experiences frequent interruptions; required to meet inflexible monthly and annual deadlines; requires concentration and attention to detail; expected to respond to
      requests immediately; and to occasionally deal with distraught, frustrated or difficult individuals.

·         Requires visual concentration; exposure to visual display terminal for prolonged periods; prolonged periods of sitting; required to travel between school sites, to other
      districts, and to regional training opportunities. 

·         Performs other duties as assigned.  

 

Minimum Requirements

·         hold a bachelor’s in Business Administration or Accounting is required.

·         possess knowledge of Virginia statues, policies, and regulations regarding financial transactions and of federal laws and rules impacting financial
      operations is required.

·         Master of Public Administrations, Master of Public Affairs, or CPA license preferred.

·         prior supervisory experience over financial operations of a similar scope is preferred.

·         possess knowledge of Virginia school district operations is preferred.

Terms of Employment

This position is a 12 month position. Salary to be established by the school board.

Evaluation

Performance of this job will be evaluated annually in accordance with School Board’s policy and administrative regulations on evaluation of administrative personnel.
