Director of Pupil Personnel Services

Job Description

The Director of Pupil Personnel Services will serve as the school system's administrator with oversight and leadership responsibility for development and implementation of system-wide special education, student services, and applicable policies and procedures.

Qualifications

Master’s Degree

A valid Virginia administrative license as required by Virginia Department of Education

A minimum of five years public school experience in at least one area of special education

Division Associate Superintendent

Duties and Responsibilities

● Plans, administers, and directs the division's special education programs to ensure compliance with state and federal regulations governing special education programs and services

● Guides the development and implementation of long-range and short-range plans for achieving special education goals and objectives in alignment with the division's strategic plan

● Establishes, monitors, and supervises procedures for Child Find, screening, evaluations, eligibility, reevaluations, and IEP implementation in accordance with Virginia special education regulations

● Monitors the development and implementation of special education services in schools

● Assists school administrators with hiring and placement of special education staff

● Establishes protocol and procedures for resolving complaints and disputes involving students with disabilities 

● Develops, monitors, and manages annual budget for special education

● Prepares and provides accurate and timely data to the Virginia Department of Education

● Manages appropriate federal and state grants

● Monitors and facilitates interagency planning with Franklin County agencies.

● Supervises the division's Section 504 Coordinator

● Collaborates with the division’s Homebound/Home based and Homeschool Coordinators

● Supervises the division’s Coordinator of Student Services

● Monitors services for private day or residential placements

● Supports the Special Education Advisory Committee to enhance programs for students with disabilities

● Assesses and identifies special education program needs related to equipment, materials, personnel and curriculum

● Directs and trains personnel for the purpose of delivering services that are in accordance with special education needs and regulations (Special Education Coordinators, Special Education Teacher, Student Assistance Specialists, Psychologists, 504 Coordinators and Teacher Assistants)

● Prepares reports and makes recommendations regarding instructional programming for all aspects of Special Education and Student Services, including the Special Education Annual Plan

● Interpret special education programs to the School Board, staff, and the public

● Prepare and present annual budget for the Department of Pupil Personnel Services

● Manages financial resources

● Manage Medicaid billing claims for reimbursement

● Division’s representative on the Roanoke Valley Regional Board

● Supervises regional programs (attends monthly meetings, approves student placement, prepare rate applications and employee compensation, approve request for materials and equipment)

● Attend monthly Regional VI Directors’ Meetings

● Serves as FCPS representative on the Franklin County Community Policy Management Team

Terms of Employment:  Twelve month year.  Salary to be established by the Franklin County School 

               Board

Evaluation:  Performance on this job will be evaluated annually in accordance with school board policy   

      and administrative regulations pertaining to the evaluation of certified personnel.
