Use of School Facilities

Use of School Facilities

School facilities may be made available for the use of non-profit community groups or organizations providing approval is obtained, adequate supervision is provided, and established procedures are followed. Private use of school facilities for personal gain is strictly prohibited.

Non-school groups desiring to use school facilities and equipment for preparation and serving of food on premise will be denied unless local business establishments do not have facilities appropriate to handle the volume of persons expected to attend.

Requests to use school facilities must be initiated at the local school level. The following policy will be utilized by school principals in establishing schedules, time, and fees for the participating public.

1.)   Opening or use of the facilities shall in no way conflict with the curricular or extra-curricular activities of the school.

2.)   All activities on school property must conform to the policies and administrative regulations of the Clay County Board of Education.

3.)   Smoking is prohibited on school property. Alcoholic beverages are prohibited at all times.

4.)   Permits for the use of school facilities (KG-E) shall be issued through the office of the principal.

5.)   The principal of the facility shall be responsible for selecting personnel to work or supervise the activity.

6.)   All federal and state laws, ordinances and rules of police and fire departments must be complied with.

7.)   The use of kitchen facilities may be permitted provided at least one regular food service employee is present.

8.)   The application to request use of facilities must be signed by a responsible citizen or officer of the organization requesting the facility.

9.)   When custodial or food service personnel are required to work, the organization shall pay the established wage rate.

10.) The sponsoring organization is held liable for any damage to equipment or property during use.

Fees and a percentage of the profits will be charged to offset utility costs, and maintenance of building and equipment as follows:

RENTAL FEES

Athletic Field                              Up To $15.00 per hour

Gymnasium/Cafeteria                 $10.00 per hour

Elementary Multi-Purpose          See Policy KG-R

PERSONNEL ASSIGNMENT

Per Employee                             Established wage rate

All proceeds will go to the general fund of the school.

Groups operating to provide direct support for school programs (such as PTO or Athletic Boosters) may receive a waiver of fees.

The use of school buildings for religious purposes shall not be granted unless an emergency exists. An emergency is defined as the loss of a church building by fire, flood, or an act of God, or where a new church building is under construction.

The general consensus and philosophy of the Clay County Board of Education is to avoid situations where private citizens in the business community are placed in direct competition with individuals who may be using board facilities for private gain.
