Central Office Administrator Pay Policy

Clay County Schools

 

Section 1:  - General

 

1.1  – This policy applies to all Central Office Administrator Professional employees of the Clay County Board of Education.

 

1.2  – Authority – References WV Code 18A and sections related to professional employee pay.  

 

Section 2:  - Purpose

 

Central Office Administrators with a variety of work experience and seniority.

 

Section 3:  - Definition/Applicability

 

3.1 – Central Office Administrator refers to professional administrators working in the Clay County Board of Education Office, or other assigned locations, who have oversight of programs/services directly affecting most or all schools, including the Special Education Director, Federal Programs Director, Nutrition Director, Transportation Director, Finance Director, Treasurer, Administrative Assistant, Associate Superintendent, and any other directors, and/or coordinators, who have oversight of programs/services directly affecting most or all schools.  This policy does not apply to the Superintendent of Clay County Schools, or to a School Principal, Assistant Principal, High School Career Technical Education Director, a curriculum specialist, instructional coach, or teacher whose primary duties do not include oversight of county programs affecting most or all schools, or to non-administrative professionals who may be housed at the Board of Education Office, such as a Psychologist, Speech Therapist, Physical Therapist, Technology Maintenance Repair Person, or School Nurse.

 

Section II – Procedures

 

I.               Beginning from the effective date of this policy, the compensation for Central Office Administrators with a Masters’ Degree plus 45 hours, based on a 240-day contract will be $80,337.60 for the 2016-17 school year, with the following modifications and stipulations.

a.     Central Office Administrators who have less than 45 plus hours for pay purposes, shall have the appropriate amount deducted from their annual salaries, based on the WV-Code Professional Pay Salary, to reflect the applicable difference in pay for a Masters’ Degree plus 30 hours, or a Masters’ Degree plus 15 hours, or a Masters’ Degree + 0 hours, whichever is properly applicable.

 

b.     Central Office Administrators who have less than 20 years’ experience shall have $1,000 deducted from their annual salaries for each year under 20 years’ experience (for example, 19 yrs. Experience deducts $1,000; 18 years’ experience deducts $2,000) up to a maximum of $10,000.  A Central Office Administrator with 0 to 10 years’ experience would have

$10,000 deducted from the base salary of $80,337.60 for the 2016-17 school year.

 

c.     Any current Central Office Administrator employed with Clay County Schools prior to the effective date of this policy shall be paid at the rate specified in Section I, Part a., regardless of experience, and shall not be subject to the limitations described in Section I, Part b.  A Central Office Administrator with less than 20 years’ experience is “grandfathered” in through this rule.

 

II.             For the purpose of figuring Central Office Administrator pay for future years, the following procedure will be in effect:

a.     Section I, Parts a, b, and c will be used to establish the base from which to compute pay for future years

 

b.     An annual increase equal to the annual increment established by WV Code shall be in place.

 

c.     Any future increases or reductions in pay established by the WV Legislature will also be in effect.    

 

d.     The Assistant Superintendent of Schools shall be compensated in the same manner as other Central Office Administrators, except that the Assistant Superintendent shall be paid an additional amount not to exceed 5% of the established pay for Central Office Administrators with a Masters’ Degree + 45.
