            An outstanding educational program in any school system is dependent upon the employment and retention of the best qualified personnel.

            The process of the selection of teachers shall be free from pressures considered harmful to the best conduct of the schools. Freedom from such pressures is attributable to the long established and public approved policy of the Board of Education that merit, as judged by pertinent standards, shall be the sole criterion upon which professional personnel is selected.

            West Virginia law decrees that the Board of Education, selected by the people, is responsible for the conduct of the school sin accordance with state laws and regulations. Under the law the Superintendent of Schools is the chief executive officer of the Board of Education and upon him/her is placed the responsibility for recommending the appointment of teachers. Although the superintendent may assign to others certain duties respecting the appraisal and the qualifications of candidates, in ever case, the final decision as to whether the candidates shall be recommended is the responsibility of the Superintendent alone.

            The following policies shall apply in the recruitment selection, employment and assignment of teaching personnel:

1.                  The Clay County Board of Education and its administrative staff believes that it has an obligation to provide the children attending its schools with the very best teachers available regardless of race, handicap, color, creed, national origin, or sex. All of its policies and procedures with respect to employing and assigning personnel shall be based on this principle.

2.                  Recruiting, interviewing, selecting and assigning all personnel shall be the responsibility of the superintendent, and/or his/her designee. It is expected that the superintendent will consult with principals and central office supervisors, whenever possible, in the process.

3.                  The following factors shall be considered in the selection of professional personnel.

A.                Certification according to the regulations of the West Virginia State Board of Education

B.                 Educational background

1.                  Institution attended

a.             accredited institution

b.            type of educational program

c.             degree earned

d.            credits earned

(1)                     education

(2)                     majors

(3)                     minors

(4)                     electives

 

e.             transcript of grades

f.             grades as student teacher, if any

 

C.                 Previous experience working with students

D.                Available evaluations and recommendations as provided by:

1.                  Professional associates

2.                  Employers

3.                  Supervisors of student teachers

E.                 The person’s exhibited knowledge of his/her subject matter, his/her ability to communicate that subject matter to students, his/her personality and general appearance, his/her educational philosophy, and ability to work cooperative with others as found through personal interviews by the department of personnel and/or the superintendent.

4.                  The process of staff selection or promotions hall be free from pressures considered detrimental to the best conduct of the public school system. This process is based on two major principles.

A.                Selection or promotion shall be based on the ability to fulfill, efficiently, the responsibilities of the position as judged by all pertinent standards.

B.                 The applicant shall be resort to use of political, social, or other pressures to gain employment or promotion.

5.                  Personnel shall be assigned on the basis of their qualifications, the needs of the system, and when possible, the expressed desires of the applicant.

6.                  When vacancies occur in new or existing positions, such vacancies shall be made known to the staff, and anyone who feels he/she possesses the qualifications for the position may apply. First consideration will be given to qualified applicants from among current employees assuming comparable resumes.
