Graduation Requirements

Certificate of Proficiency and Warranty

In accordance with West Virginia Board of Education Policy 2444.2

certificates of proficiency including specific information regarding skills,

competence, and readiness for employment shall be granted, along with a            

diploma, to every eligible Clay County High School graduate.

 

 

1.) The certificate of proficiency shall provide information concerning

standardized test results in the basic skills areas of reading, math and

language arts, including both total scores and subtest scores; courses taken

in grades 9-12 with grades and credits received; computer instruction

received including in what class the instruction was received; grade point

average; class rank; attendance per year; student activities including co- and

extra curricular activities, work experience, and community service;

grade scale including information on weighted classes; level of proficiency

in each basic skill area; and special competencies.

 

2.) A county warranty seal citing the student has achieved a proficiency

level in the 40th percentile or above in each basic skill area will be attached

to each certificate of proficiency. The student may graduate without the

warranty, but must have a warranty to be returned to the school system for

additional schooling in accordance with section 3 of this policy.

 

3.) The warranty is a guarantee to employers and educational institutions

that the high school graduate is capable of accomplishing tasks at levels

appropriate to the proficiencies listed on the certificate of proficiency. If

employers and educational institutions determine a Clay County High

School graduate does not perform at the stated levels of proficiency, that

graduate may be returned to Clay County High School to receive additional

schooling in the areas lacking proficiency. The warranty will be in effect

for five years after a student's graduation. This section of the policy will

commence during the 1994/95 school year.

 

4 . Clay County High School will offer separate skill improvement classes

to all students who perform below the third stanine in the areas of math or

reading/language arts. These classes are to be in addition to the student's

regularly scheduled courses and are not to be substituted for a student's

course work required for graduation. Students scoring below the 40th

percentile in grade nine or eleven will be required to enroll in a skill

improvement class in grades ten or twelve. Skill improvement classes may

be scheduled during the regular school day/school year, as summer school

classes, or as after school classes. Additionally, students may be required

to enroll in skill improvement classes upon the recommendation of the

school's SAPISBAT (Student Assistance Project/School Based Assistance

Team) if, in the opinion of the team, the class(es) are necessary to

remediate specific or general skill deficiencies. Skill improvement classes

will commence with the 1992/93 school year.

 

5.) Levels of proficiency for students identified as special education will be

determined through the SBAT/SAP process and included in the student's

IEP.
