Purchasing

 

            No purchase may be made which obligates the income of subsequent school years, nor may any purchase be made which encumber a fund or account beyond the available resources of that fund or account.

            Budget allocations for specific purposes shall constitute advance Board approval for all purchases except in such cases as state law or Board Policy requires bids. No purchases may be made without advance Board approval except as budget allocations have provided for them.

            No purchasing or receiving center of the Board of Education is to receive or purchase merchandise for any individual which is intended for their personal use. Even though the vendor does not directly bill the Board of Education, these activities are in direct competition with local merchants.

            Purchasing and receiving centers are defined as those areas such as schools, school bus maintenance, building maintenance, school lunch programs, etc.

            Principals and those employees responsible for purchasing and receiving at their respective center are directed by the Board of Education to see that this policy is enforced.

            Any violations of this policy will be considered by the Board as insubordination.
