School District Legal Status

     The Clay County School District shall include all territory in Clay County, the State of West Virginia.  No independent free school district shall be created except with the consent of the school district or districts out of which the same is to be created, expressed by a majority of the voters voting on the question.  The county school district derives its legal status from the constitution of the State of West Virginia and the State Legislature.
