Faced with total collapse, the fractured nations of Earth established what is now called the Maintenance Settlement. This post-industrial order succeeded in solving the most severe material crises of humanity: mass starvation was defeated through a tightly automated network of vertical farms, algae tanks, and a zero-waste policy that outlawed "shelf beauty". Famine vanished, replaced by repetitive, nutritionally stable rations.
Large-scale war also ceased, not out of moral awakening, but because of mutual systemic dependency. Because every nation relied on the same fragile, shared forecasting grids, climate networks, and automated food corridors, launching an invasion meant immediately destroying the very systems keeping one's own population alive.
This created the "One Percent Civilization". The Settlement built an unbreakable floor beneath human survival, guaranteeing basic heat, baseline calories, and civil registration, while compressing the ceiling of human life to absolute stasis. Ambition, luxury, and mobility were rationed away in exchange for quiet predictability.
