Empire, Qualtana

The Qualtana is a massive, expansionist state with subordinate sub-nations. Its diverse and complicated internal politics allow it to take on any dramatic role, antagonist, protagonist or other. No matter what its role, it is large, powerful and acquisitive of both resources and knowledge, and is almost never willing to relinquish territory it has acquired.

Political Structure

Qualtana is an expansionistic state of effectively unlimited size. It is politically divided into two broad tiers. The first tier is the Qualtana Authority, which is made up exclusively of Tyneras Avatars and Exalted Citizens. This tier is in charge of the entire Qualtana state, but has delegated authority for local matters to the subordinate sub-nations in the second tier. The second tier is populated by citizens of every degree, as well as transients, resident foreigners and subjugated peoples. These sub-nations can be created or abolished at will by the Qualtana Authority at any time for any reason, but in practice this is only done with careful consideration.

The sub-nations can have any political structure, so long as it is stable, effective and loyal to the Qualtana Authority. The sub-nations generally set their own policies, relations and treaties with their neighbors and non-Qualtana nations often mistake them for completely independent nations.

With the galaxy heavily divided into small stellar nations, the largest comprising only a quarter of the galaxy, this universe is ripe for conquest. The Qualtana sub-nation Solidarity of Suns has been founded to take over this galaxy by any means, military, economic or political.

Spelljammer

This is a universe of redemption and new beginnings for many troublesome groups gathered from across many sub-nations. They have been gathered into the Sphere Empire, where they will find purpose and unity conquering new territory for Qualtana, or be ground out of existence forever by unyielding will of the Exalted Emperor Furor Chang.

Enterprise

The Qualtana sub-nation Commonwealth of Dynasties was founded with the goal of general colonization of this galaxy and exploitation of its resources. It has since come into contract with the local space faring civilizations, and it is establishing relations while expanding into and dominating any areas it can.

Infinite Worlds

The Qualtana presence in this cluster of universes is very minor, consisting almost entirely of scouts, explorers, infiltrators and other forward units. Formal relations have yet to be established.
