The 437,000 sq.ft. mall opened in august 1990. Sears, Sage-Allen, Steinbach and JCPenney were the anchor stores. Back then, there were 80 specialty stores and restaurants. JCPenney out of the Bradlees Plaza to open at the new mall.  Sears also left an old building in downtown Concord to open at the Mall. Sage-Allen closed in 1992.

Steinbach closed all their stores in the mid 1990's.  The Bon-Ton opened in part of both stores in November 1999. In March 2001, Circuit City opened in the remaining space of Steinbach. KB Toys closed in December 2000. Old Navy opened in June 2001. CVS and Saturday Matinee closed in 2001. Circuit City closed in March 2009, the company went out of business. Old Navy closed in 2015. In 2018, The Bon-Ton announced the closing of several stores including the Concord two locations at Steeplegate Mall.

In November 2019, Transformco announced the closing of 45 Kmart and 51 Sears stores including the Concord location. The store closed in February 2020. The mall landed non-retail tenants to fill its many vacancies in recent years. In February 2022, it was announced that all remaining stores without exterior entrances had to leave within 30 days. Mall owners apparently have plans to redevelop the mall from within.

In October 2023, a redevelopment plan was submitted and proposes to demolish most of the mall structure. This would leave the JCPenney Building and another section. The rest would be replaced with a new Costco store and 625 apartment units . The adjacent Cinema would become home to a Whole Foods Market.
