Champlain Centre Mall was built in 1987 and was then anchored by a 50,000 sq.ft. Steinbach, a 53,000 sq.ft. Service merchandise, a 80,900 sq.ft. Hills department store, JCPenney and Sears. In 1997, Toys'r'us opened a 17,000 sq.ft. store at the mall. JCPenney was originally located at Champlain Centre South.
In 1999, Hills became Ames shortly after Ames acquired the Hills chain. Two anchor stores closed in 1999 however: Steinbach and Service Merchandise. Then Ames went out of business in 2002. In that period, the mall had 3 vacant anchor stores. That same year CVS closed down and Toys'r'us closed and that space was leased to Borders Books which opened in summer 2002. Waldenbooks closed due to that opening. Old Navy opened a store in that period.
The mall started to see better days when new stores finally came in to replaced the large vacated spots. Dick's Sporting Goods replaced Steinbach in 2003. Gander Mountain replaced Service Merchandise in 2004-2005. Rex appliances closed in 2005 but a 20,000 sf. Best Buy opened in that space in February 2006. In 2008, the vacant Ames store was demolished to clear the way for a new 126,842 sq.ft. Target store that opened in 2009.
In 2016, Sears closed at the Mall leaving a large anchor space vacant. In April 2017, Hobby Lobby announced the opening of a store in much of that space. Gander Mountain filed for bankruptcy and closed stores but it was announced that the Plattsburgh location would re-open as Gander Outdoors in 2018. Gander Outdoors closed its doors shortly after and this space could soon be filled by an Ollie's Bargain Outlet. In the meantime, a Kohl's opened in the other half of the former Sears in October 2019. This mall is beating the odds and appears to be able to refill empty anchor stores relatively quickly!
