Tutorial done in PSPX2.
Must having some working knowledge of the program.

first open up the a new image with transparent background at 750px by 650px.
add a new raster layer above the first empty layer and select all.
open paper2 from the kit and copy.
paste into selection on the new layer.
select none.
apply the mask at default settings to paper2.
right click on the mask layer to merge the mask group.
resize the mask by 95%.
open the chickenwire element from the kit and resize by 70%.
pull it to the left of the mask and duplicate.
mirror the copy and merge down to make the chickenwire one layer.
open paper4 from the kit and resize by 80%.
now using your circle/ellipse preset shape, make a circle slightly smaller than the mask circle.
once you have a circle, on your toolbar preset shapes flyout menu, select symmetric shape.
right click on the circle and click edit mode.
in the color palette, click the pattern and select the paper4.
make paper4 as both the foreground and background.
now go up to objects > align > center in canvas
right click on the layer to rasterize it.
now repeat the previous steps with a slightly smaller circle and paper5.
now open frame3 from the kit and resize by 70%.
open paper6 and C/P it as a new layer below the frame.
use your magic wand to select inside the frame and expand by 3.
invert your selection and hit delete on the paper6.
click on the frame layer and select all.
under edit > crop to selection.
now open your tube and paste it below the frame.
add a drop shadow and duplicate the tube.
use your freehand selection tool set to point-to-point to make the following selection:
hit delete on the top tube layer.
invert your selection and hit delete on the bottom tube layer.
select none.
OPTIONAL
and now for the text.
type out what you want in A&S Cricket with 0.0 stroke, anti-alias at smooth and kerning at 25.
type out your text.
next, click on the little plus sign on your text/vector layer like below:
now right click on the layer with the yellow arrow pointing to it.
now you should get this menu.
go down to convert text to curves > as character shapes.
you should now have something that looks like below:
with your text tool (in your toolbar) still selected, click on the top letter.
in my case, I click on the "n".
on your working canvas you can see the n individually shows up.
you can now change the pattern to fill that letter, rotate it, make it bigger/smaller, etc.
and once you have your text the way you want, right click on the top layer to rasterize it.
now that all the basics are done, add any elements, text and tubes.
don't forget to add artist credit and license info.
when you're all done, copy special > copy merged.
paste as a new image and use your magic wand tool to select outside the tag.
invert selection and crop to selection.
that will get rid of any extra space that you don't need.
