Tutorial done in PSPX2.
Must having some working knowledge of the program.

with all the files ready to go, let's get started.
open my template and delete the copyright layer.
add a new raster layer above the background layer and select all.
open paper1 from the pack and copy.
paste into selection on the new raster layer and select none.
apply Mask36 at default settings.
right click on the mask layer to merge the mask group.
OPTIONAL - duplicate the mask to darken the mask but do not merge down.
now add a new raster layer on top of the mask and select all.
open paper1 again and copy.
paste into selection on the new raster layer and select none.
now apply Mask82 at default settings.
right click on the mask layer to merge the mask group.
copy paper1 again.
add a new raster layer on top of the Circle template layer.
on the Circle template layer, select all/float/defloat.
paste paper1 into selection on the new raster layer.
select none and hide the Circle template layer.
now duplicate the paper1 circle.
apply a cutout with the following settings:
V - 0
H - 0
O - 100%
B - 100.0
shadow color - #000000
fill interior - unchecked
change the blend mode of the cutout to overlay.
now open the close up tube and copy the tube with blonde hair (works better with overlay blend mode).
paste the tube as a new layer on top of the paper1 circle but below the cutout overlay.
use my tag for placement reference.
now change the blend mode for tube layer to Luminance (Legacy).
now use your rectangle selection tool to make the following selection:

hit delete on the tube layer and select none.
now duplicate the tube and pull the duplicate tube down to the bottom right of the circle.
use my tag for placement reference.
now use your magic wand tool to select the area outside the paper1 circle.
hit delete on both tube layers.
select none.
now add a new raster layer below the Circle Border template layer.
set the following colors into your color palette:
foreground - #95d9ff
background - #0093d9
now select the following gradient using the colors we just set:
flood fill the new raster layer.
now use your pick tool to pull the gradient in horizontally, like below:

I hid all the top layers just for the preview. you can do it if it makes it easier to see.
now on the Circle Border template layer, select all/float/defloat/invert selection.
hide the Circle Border template layer.
on gradient flood fill layer, hit delete.
select none.
duplicate the gradient border and apply a cutout with the previous settings,
but change the blur to 8.00.
change the blend mode of the cutout to overlay.
now on the Strip2 template layer, select all/float/defloat.
add a new raster layer above the Strip2 layer.
open paper3 from the pack and copy.
paste into selection on the new raster layer.
select none and hide the Strip2 template layer.
on the Strip1 layer, repeat the steps we did for the Circle Border/gradient layer.
the only change we make is to the cutout.
change the blur of the cutout to 60.00.
now copy and paste any of the tubes as a new layer on top of the Strip1/gradient layer
but below the cutout.
you can duplicate it twice so you have a total of 3 tubes.
use my tag for placement reference.
once positioned, change the blend mode for all tubes to Luminance (Legacy).
use your magic wand tool to select the area outside the Strip1 template layer.
hit delete on all the tube layers (on top of the Strip1 layer).
select none and hide the Strip1 template layer.
now go down to the background layer and select all.
crop to selection. this gets rid of any excess portions of the tubes not visible on the canvas.
now on the Wordart2 template layer, change the blend mode to overlay.
for the Wordart1 layer, add a new raster layer on top of it.
flood fill the layer with #95d9ff.
on the Wordart1 layer, select all/float/defloat/invert selection.
hit delete on the flood fill layer.
select none and hide the Wordart1 template layer.
on the flood fill layer we just did, change the blend mode to Hard Light.
now that all the basics are done, add any elements, text and tubes.
don't forget to add artist credit and license info.
when you're all done, copy special > copy merged.
paste as a new image and use your magic wand tool to select outside the tag.
invert selection and crop to selection.
that will get rid of any extra space that you don't need.
