Tutorial done in PSPX2.
Must having some working knowledge of the program.

with all the files open and ready to go, let's get started!
open the template and resize the canvas at 750px by 650px.
delete the following layers:
copyright info
Oval Frame
glitter stars
glitter rectangle 2
glitter rectangle 1
now merge one layer the following layers:
black oval 2 and black oval 1
aqua oval 2 and aqua oval 1 *make sure this one is below the black ovals.*
aqua rectangle 2 and aqua rectangle 1
now add a new raster layer above the background layer.
select all.
open paper6 from the kit and copy.
paste into selection on the new raster layer.
select none.
now apply the mask at default settings.
right click on the mask layer to merge the mask group.
you can duplicate the mask twice to show the mask more.
merge the mask layers to one layer.
now add a new raster layer above the aqua rectangle 1 layer.
on the aqua rectangle 1 layer, select all/float/defloat.
open paper9 from the kit and copy.
paste into selection on the new raster layer.
select none.
duplicate the paper9 layer.
apply cutout with the following settings:
V - 0
H - 0
O - 100%
B - 50.00
shadow color - #000000
fill interior - unchecked
change the cutout blend mode to overlay.
merge down the cutout overlay to the paper9 rectangle.
hide the aqua rectangle 1 layer.
now on the aqua oval 1, colorize it at:
H - 200
S - 104
now add a new raster layer above the black oval 1 layer.
on the black oval 1 layer, select all/float/defloat.
open paper20 from the kit and copy.
paste into selection on the new raster layer.
select none.
duplicate paper20 ovals and apply a cutout with the previous settings.
change the blend mode to softlight.
merge down so the cutout and paper20 ovals are one layer.
hide the black oval 1 template layer.
now for the following layers, do the following steps with the same paper.

Middle Rectangle
Top Left Rotated Rectangle
Bottom Right Rotated Rectangle
Bottom Left Rotated Rectangle
Top Right Rotated Rectangle
you can move the paper around so the lighting effect is visible.
on the template rectangle layer, select all/float/defloat.
add a new raster layer above the rectangle layer.
paste into selection and select none.
hide the rectangle template layer.
apply a cutout with the previous settings.
change the blend mode to overlay.
merge down one layer so the cutout and paper rectangle layer are one layer.
now on the aqua stars template layer, select all/float/defloat.
add a new raster layer above the stars layer.
open paper15 from the kit and copy.
paste into selection on the new raster layer.
select none.
duplicate the paper15 stars and apply a cutout with the previous settings except change the blur to 15.
change the blend mode to softlight.
merge down so the cutout and paper stars are one layer.
hide the stars template layer.
repeat the steps with the Grey Oval layer and paper1.
change the cutout blur to 100 and the blend mode to softlight.
duplicate the cutout again and change the blend mode to dissolve.
do not merge the cutouts with the paper layer.
now open your tube and choose a close up if available.
position it anywhere on top of the oval paper1.
pull the tube below the cutout layers.
go up to effects > photo effects and apply the black and white film with the following settings:
brightness - 0
clarify - 0
change the blend mode to softlight.
duplicate the soflight layer to lighten the tube.
now on the dotted oval layer, apply the same black and white film settings as before.
change the blend mode to screen.
now that all the basics are done, add any elements, text and tubes.
don't forget to add artist credit and license info.
when you're all done, copy special > copy merged.
paste as a new image and use your magic wand tool to select outside the tag.
invert selection and crop to selection.
that will get rid of any extra space that you don't need.
