Wise king

A wise king scattereth the wicked, and bringeth the wheel over them (Proverbs 20:26).

A wise ruler does not allow the wicked to prosper but scatters them. The ruler gets rid of the corrupt ministers/counsellors by giving them due punishments under the law. He dispenses justice to the wicked according to the law of the land.
