Structure of problem-and-solution speech
There are 2 types to structure problem-and-solution speech.
「問題点ー解決策 」型のスピーチとは、ある状況や現象の問題点と解決策について話すスピーチです。
「問題点ー解決策」型のスピーチには２種類の構成があります。
type1 Block
Block型では、先に問題点をいくつか話し、その後にそれらの問題点に対する解決策を話します。
1 Assertion/ Introduction ：状況の説明や2,3の簡単な要約（日本では少子化が進んできた）
2 Problem (Reason/Example/ Detail)：状況に関する問題点（働ける人が減る・さらなる少子化）
3 Solution (Reason/Example/ Detail)：問題点に対する解決策（外国人労働者を招く、子育て家庭への支援 ）
4 Conclusion：結論やスピーチの要約
Type2 Chain
Chain型では、まず１つ目のポイントに対する問題点と解決策をセットで話し、その後に２つ目のポイントに対する問題点と解決策をセットで話します。
1 Assertion/ Introduction：状況の説明や2,3の簡単な要約（日本では少子化が進んできた）
2 Problem 1 & Solution 1(Reason/Example/ Detail)：あるポイントに関する問題点とそれに対する解決策（働く人が減るのが問題点、それに対する解決策が外国人労働者を招くこと）
3 Problem 2 & Solution 2(Reason/Example/ Detail)：あるポイントに関する問題点とそれに対する解決策（さらなる少子化が引き起こされることが問題、それに対する解決策が子育て家庭への支援）
4 Conclusion：結論やスピーチの要約

Some people are worried about incurring multiple debts by using credit cards too much. But by setting our monthly limit within an affordable range, we don't have to worry about falling into debt. I agree with using credit cards. I have two reasons for my agreement.
The first benefit of credit cards is that we can use credit cards in a variety of ways. For example, we can use them to make car, hotel, ticket, and other reservations. In particular, when we shop online, we can't use cash as payment. Credit cards are a must when we buy online. Moreover, they’re safer to carry than a lot of cash particularly when traveling abroad.
The second benefit of credit cards is that credit cards are always insured. For example, if our card is stolen and then used by the thief, we are not responsible for the expenses as long as we report the theft immediately. On the other hand, if our money is taken by a robber, it's next to impossible to get the money back. In this sense, it's much safer to carry credit cards instead of cash.
In conclusion, we need credit cards for, not only booking and shopping online and off, but also traveling abroad. They also prevent thieves from successfully stealing our money. In addition, by using credit cards properly, we can create a good credit history. Moreover, a good credit history should make it easier to get a financial loan in the future. Therefore, I agree with using credit cards.
クレジットカードを使い過ぎて、多重の借金を負うことについて心配している人がいます。しかし、手の届く範囲内で、月の上限額を設定すれば、借金することを心配する必要はありません。クレジットカードを使うことに賛成です。2つの支持する理由があります。
クレジットカードの第1のメリットは、様々な方法でクレジットカードを使うことができる点です。例えば、車、ホテル、チケットや他の予約をするために、クレジットカードを使うことができます。特にインターネットで買い物をする時には、支払いに現金を使えません。クレジットカードはインターネットで買い物をする際に必需品です。さらに、特に海外旅行する際は、クレジットカードの方が、たくさんの現金を持ち運ぶより安全です。
第2のメリットは、クレジットカードには常に保険がかけられています。例えば、もしカードが盗まれて、泥棒に使われても、すぐに盗難届を出しさえすれば、費用の責任を負う必要はありません。一方、もしお金が泥棒に盗まれれば、お金を取り戻すことは極めて困難です。この点で、現金の代わりにクレジットカードを持ち運ぶことはより安全です。
結論として、ネットやリアルで買い物をするだけでなく、海外旅行するにもクレジットカードが必要です。クレジットカードは、泥棒にお金をうまく盗ませません。しかも、クレジットカードを適切に使うことによって、よいクレジット歴を作ることができます。さらに、よいクレジット歴があれば、将来ローンを組むのがずっと簡単になります。そのため、クレジットカードを使うことに賛成です。

Some people say we already have horse racing and Japanese pinball pachinko - as forms of gambling, so we don't need to legalize casinos in Japan. But I don't agree. I believe casinos are an effective way to create new business and increase employment. I am strongly in favor of the idea of legalizing casinos in Japan. I have two reasons for believing so.
Firstly, I'm sure casinos produce good economic effects like creating new businesses and more jobs. For example, more than 1 0 0 years ago, Las Vegas used to be desert.
After building casinos there, Las Vegas flourished into a profitable city with its casino industry. Today, there are many places to work, such as hotels, amusement parks and shopping malls. As a matter of fact, the Vegas casino industry has succeeded in creating thousands of jobs. Moreover, any government supporting casinos also profits through the collection of tax revenue.
Secondly, casinos are sure to attract lots of customers because, in casinos, there are lots of places for visitors to relax and enjoy themselves. For example, shopping malls and exciting forms of entertainment like magic shows, musicals and concerts will all be available. Furthermore, casinos will attract a lot of tourists from all over the world. In addition, there are lots of elderly rich people in Japan, and they have become bored with their routine daily lives. I'm certain casinos will boost the Japanese tourist industry. As a result, they will also boost the Japanese economy.
Overall, casinos provide customers places to relax and enjoy themselves. As such, casinos are desirable places for them to spend their leisure time. In addition, they may live the dream of getting rich quick. Lastly, casinos create new businesses and increase employment and tax revenue. Therefore, I am strongly in favor of the idea of legalizing casinos in Japan.
ギャンブルの形として、競馬や日本のパチンコがすでにあるので、日本でカジノを合法化する必要はないという人がいます。しかし、私は賛成しません。カジノは新しい産業を創出したり、用を増加したりするのに効果的な方法だと信じているからです。日本でカジノを合法化することに強く黄成します。そう信じるのには、2つの理由が
あります。

Tim : What do you think of this news?
Meg : That's terrible. The driver probably didn't have a chance to learn how to use a smartphone properly at school, and so he caused an accident just after graduating from high school.
Tim : What do you mean by that?
Meg : Well, it's time to teach smartphone-related common sense and manners to students at schools. We should accept all the benefits smartphones have. For example, they give us a convenient means of sending text messages, reading email, playing digital games and editing documents while on the go. Besides those applications, smartphones come with an infinite variety of other apps, such as health and fitness, photo modification and so on. The list is endless.
Tim : You mean, we need to allow students to bring their smartphones to school and teach them how to use them properly?
Meg : That's right.
Tim : No way, If we allow them to do so, they will not be able to concentrate on their studies at all. As you well know, smartphones enable students to take pictures, watch videos, and send and receive email. In a sense, bringing smartphones to schools is like bringing toys to schools. They can't help but distract students.
Meg : I understand what you mean. But, if they don't learn to use smartphones correctly and safely at school, where and how will they learn such things? As an aspect of the school curriculum, we should have them learn such things.
Tim : I’m sure you're wasting your effort. It's too difficult to teach everything about smartphone-related common sense and manners. Right now, we are worried about causing smartphone-related accidents while behind the wheel. But the answer to that question is simple. Sooner or later, new functions will be invented. Smartphones will then freeze when they detect the movement of the vehicle itself. Besides, we can't just depend on schools to solve every social problem.
Tim:このニュースをどう思う?
Meg:ひどいわね。おそらく、運転手は、学校でスマートフォンの使い方を学ぶチャンスがなかったのね。それで高校卒業直後に事故を起こしたのね。
Tim:どういう意味だい?
Meg:そうね。学校で、スマートフォンについての常識とマナーを生徒に教える時期じゃないかしら。スマートフォンの持つすべてのメリットを受け入れるべきだわ。例えば、スマートフォンは、外出中にもメッセージを送ったり、メールを読んだり、デジタルゲームをしたり、文書を編集したりする便利な道具よね。それに、スマートフォンのアプリは、際限なく多種多様なものがあるわ。例えば、健康とフィットネス、写真修正などね。数えたらきりがないわ。
Tim:つまり、スマートフォンを学校に持ってこさせて、正しい使い方を教える必要があるってことかい?
Meg:そのとおりよ。
Tim:とんでもない。学校で使うことを許可したら、学業にまったく集中できなくなるよ。知っているように、スマートフォンで写真を撮ったり、動画を見たり、メールを送ったり受け取ったりできるんだよ。ある意味、スマートフォンを学校に持ってこさせることは、おもちゃを学校に持ってこさせることだよ。スマートフォンは、生徒の気を散らすことになるよ。
Meg:あなたの言いたいことはわかるわ。でも生徒は、学校で正しく安全に使う方法を身につけなければ、どこでそれを身につけられるのよ。教育課程の一部として、生徒に教えるべきよ。
Tim:無駄な努力だよね。スマートフォンに関する常識とマナーをすべて教えることは難しいよ。今、運転中にスマートフォン関連が原因で起こる事故について心配しているよね。でも、その答えは簡単だよ。遅かれ早かれ、新しい機能が発明されるよ。車の動きを感知したら、スマートフォンが動くのを止めるんだ1かすべての社会問題を解決するのに学校だけに頼ることはできないよ。
