Certain spell casters can cause the robe to shed colorful light in a strobe-like effect which can fascinate creatures.
Description. This cloth robe can be hooded or unhooded and will appear to be mundane.
When donned, if the wearer is of the appropriate class and possesses an Intelligence score of 15 or higher and a Wisdom score of 13 or more, they will innately understand how to cause the robe to function. If any of these requirements are not met, the robe behaves as if mundane.
Scintillate. [innate] (major) The wearer can cause the robe to produce a colorful, very bright strobe-like effect that speeds up over time. The effects are as follows.
All creatures within a 40-ft. radius that have line of sight must make a Wisdom save vs Wand or become fascinated for 1d4+1 rounds (save negates for that round). Any amount of damage will end the effect, but new saves must be made if within the area of effect.
Any creature attacking the wearer will suffer a penalty to attack rolls equal to the number of rounds the robe has been scintillating up to a maximum penalty of -5.
The effect ends when the wearer uses a major action (innate) to end the effect or if the wearer moves more than 10-ft. from the position where they began the effect. The wearer is not immobile during the effect, does not need to maintain concentration, and can otherwise act normally while the robe functions.
Creatures that declare they close their eyes during the round will be unaffected by the robe's colors.
