Each drum that makes up this pair is roughly 18-inches in diameter and each is tuned to a different pitch when stuck those hearing the sound are panicked.
If both drums are sounded at the same time, a strong burst of sound issues forth and all creatures within 120-ft., except the player and any in a 20-ft. radius of the drums, must make a Wisdom save vs. Wand or be panicked (save negates for 1 hour). Creatures with an Intelligence rating of Animal suffer a -4 penalty to the save. Those with an Intelligence rating of Semi- that are skittish (per the GM) suffer a -2 penalty to the save. Those panicked can attempt another save every 10 rounds until they make the save (or they collapse from exhaustion; save negates for 1 hour). Once a save is made, the creature is exhausted until they rest at least 3 rounds for every 10 spent fleeing.
The drums can be sounded to cause fear only once every hour.
The encumbrance of the item takes into account it's bulkiness as the drums normally sit on stands. The drums are typically constructed from metal (copper) and the drum head is a rare type of skin. The mallets are made of bone with a cloth or leather striking end.
