These javelins are frequently made of light metal with inscriptions of lightning on them. A javelin of lightning that strikes a target will unleash a lightning bolt.
The javelin appears to be a +2 javelin.
The javelin operates as a normal +2 magic weapon but has double the normal range: 40-ft./80-ft./120-ft. (short/medium/long out to 240-ft. if arcing).
If the javelin misses it's target, it can be retrieved and re-used.
If the javelin hits it's target, it does normal damage (1d6+2) and unleashes a lightning bolt that travels in a straight line in the direction it was thrown (through the creature struck). The bolt operates as the spell with the following differences:
The lightning bolt does 20 electricity damage to the target struck (no save) and all others in the area of effect must make a Dexterity save vs. Wand or take 20 electricity damage (save for half). Those wearing metal armor suffer the standard penalty to saves.
The area of effect is a 5-ft. wide bolt that extends for 30-ft. It will rebound if hitting a solid surface as per the spell.
A javelin can be thrown at objects. The resulting lightning bolt will deal structural damage or rebound as per the spell.
A javelin that strikes is consumed (destroyed) by the lightning bolt.
